- PURPOSE OF THIS ANNOUNCEMENT: THIS IS NOT A SOLICITATION NOTICE. No proposals are being requested or accepted with this Sources Sought (Market Survey). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interest and capability of potential qualified contractors relative to the North American Industry Classification code (NAICS) 236220 Commercial and Institutional Building Construction. The type of solicitation issued and the manner of advertisement (competitive or sole source) may depend on the responses to this Sources Sought synopsis. The U.S. Army Corps of Engineers (USACE), North Atlantic Division, Europe District intends to issue a solicitation for Design-Build construction for the renovation of MCE Building 1 (Barracks) in Poznan, Poland. USACE Europe District is therefore conducting market research to determine the availability of qualified contractors to compete under a potential solicitation resulting from this announcement. Responses to this synopsis will be used as a market research tool in order to determine acquisition strategy and how the upcoming solicitation will be advertised. SUMMARY OF REQUIREMENTS: This design-build project will completely overhaul building 1 for a division‐level mission command at Bukowska Base, Poznań, Poland. The building is slated to be vacated by the Polish and made available for renovation and usage by US Army. The building shall be laid out for 200 work places including offices, conference rooms, secured conference rooms, arms room, mechanical rooms, server rooms, and sanitary areas. The renovation work is required to meet UFC and Host Nation requirements. The work shall also be in accordance with the Host Nation historical preservation requirements for the building envelope repairs. Preliminary coordination with the historic preservation society has already been performed for this project to determine an acceptable concept. Some major scope elements include anti-terrorism force protection windows, upgrade of the fire detection/alarm system, and installation of a fire suppression system. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary. Bukowska Base is in a designated historic district and the architectural character of the area must be maintained. Building 1 located at the north-west corner of the campus is a 5 story structure (basement + 4 floors). It has approximately 4,250 square meters (46,000 SF) of net interior space, not including the basement. The building, which was originally designed as a barracks building is currently used for storage by the Polish Army. The main building, originally constructed in 1912, is 4 stories with a mansard roof and basement. There are two sets of stairs connecting all floors at either end of the building. In 1956, two 3‐story additions with flat roofs were built at the north and south stairwells. More recently in 2016, the clay tile roofing of the main building was replaced, the 4th level windows were replaced with new wooden lattice windows with insulating glass fill, and the roof gutter and downspouts were replaced. The building structure is composed of load bearing clay brick masonry walls supporting concrete floor slabs and a wood framed gabled roof structure. The main bearing masonry walls are the perimeter walls and an intermediate wall running parallel to the long axis of the building. These walls vary in thickness from 22" at basement to 10" at the third floor. The partition walls running perpendicular and separating the rooms are also load bearing and vary in thickness from 16" to 10". The estimated magnitude is between $5,000,000 and $10,000,000. REQUESTED INFORMATION: (1) Your firm's intent to submit a proposal for each project when it is formally advertised. Indicate which location(s)/project(s) your firm can successfully perform the required work. Explain how your firm is capable in managing multiple sites/locations concurrently. Please be specific regarding your capabilities and locations. (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number OR a copy of your entity record on SAM.gov. (4) A letter of current bonding capacity from an acceptable surety/bonding company indicating single and aggregate bonding capacity. (5) Statement of Capability (SOC) summarizing your firm's skills, experience, resources and knowledge required to perform the specified type of work. (6) Demonstrated Experience: Submit up to five (5) projects where you have demonstrated similar experience within the last five years. State your firm's skills, experience, and knowledge required to perform the specified type of work. Ensure projects submitted demonstrate experience relative to all projects your firm identifies in Item 1 above. This should include documentation of past experience and competence in delivering similar requirements, for which your firm was the prime contractor, including contract number, contract value, role in the project, project location, description of work requirements, client contact and phone number for each effort and other references. Submit projects that support the projects indicated in item 1 above. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS. Firms responding to this Sources Sought announcement, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this Sources Sought announcement. WHEN / WHERE TO SUBMIT RESPONSES: Interested business concerns are requested to complete and return via email the requested information above. However, your participation in this market research endeavor is greatly appreciated and will be instrumental in assisting the USACE Europe District in making the solicitation decision most appropriate for market conditions and to meet the Government requirements. NOTE: The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. PLANNED SOLICITATION: A Pre-Solicitation announcement may or may not follow this Market Survey based on the results of this research. At this time the Government's acquisition strategy is unknown.
