- This NOTICE OF INTENT TO AWARD A NON-COMPETITIVE CONTRACT is conducted in accordance with Federal Acquisition Regulations (FAR) Part 12, and the authority for this non-competitive award is 6.302-1. The exception to full and open competition for this procurement is identified in Federal Acquisition Regulations (FAR) 6.302-1 ‘Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.’ OPM intends to issue a request for quotation to a single contractor for a repair and maintenance contract for replacement of one-hundred-twenty ( 120) 12HX540FR batteries on an existing Liebert AP610 Uninterruptible Power Supply (UPS) System, and UPS annual / semi-annual maintenance service, with a resulting contract awarded no later than May 30, 2018.This contract will have a base period for immediate battery replacement services and one year of maintenance of the UPS system (6/1/2018 – 5/30/2019), plus four (4) one-year option periods for maintenance from 6/1/2019 through 5/30/2023. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responsible parties who identify their interest and capability to satisfy this requirement will be considered. No competitive solicitation will be issued, therefore, any requests for the solicitation will be considered non-responsive. A determination not to compete this action based upon responses received is at the sole discretion of the Government. All interested parties must express their interest and capabilities to fulfill this requirement in writing via e-mail to Shireen Belanger, Contract Specialist, Shireen.Belanger@opm.gov within three (3) days of the published date of this notice. Verification of receipt of electronic transmission is the sole responsibility of the contractor. System for Award Management (SAM) registration is required of all OPM contractors prior to execution of award. If no other viable competitive proposals are received, award will be made to Emergency Power Services, Inc. (EPS), Baltimore, MD DESCRIPTION OF THIS REQUIREMENT BELOW: This procurement is intended to procure battery replacement and UPS maintenance services for the existing Liebert AP610 Uninterruptible Power Supply (UPS) System at the Theodore Roosevelt Building, Washington, DC. The batteries are past their planned life-cycle and overdue for replacement, putting the system at risk of failure. The replacement services must be done on a weekend, and the parts are brand-specific. Maintenance of the UPS is included in this contract because a single vendor must be used to maintain the system in order to prevent warranty voiding issues. The batteries have a five (5) year lifecycle. A new, competitive contract is anticipated to be advertised before the next need for battery replacement in April 2023. The United States Office of Personnel Management (OPM) is the Federal Executive Branch Agency with primary responsibility for the Federal Government's human resources management policy and structure. As part of its basic mission, OPM administers the Civil Service Retirement System, Federal Employees Retirement System, Federal Employees Health Benefits Program, Federal Employees Dental and Vision Insurance Program, Federal Employees' Group Life Insurance Program, and the Federal Long Term Care Insurance Program. The Office of Personnel Management’s (OPM), Facilities, Security and Emergency Management (FSEM) manages a broad array of OPM's key day-to-day programs. FSEM is responsible for building operations (BO), space management, security services and emergency management. The UPS system affected by the services described is the backup emergency power source for the computer servers accessed by all OPM employees nationwide. In the event of failure, there would be no network connectivity, and the work of OPM would be halted, along with interruptions to the administration of all services provided by OPM to all Federal Government employees across the globe. The previous contractor for annual / semi-annual maintenance of the UPS for the period of 4/14/2017 – 4/13/2018 is Emergency Power Services, Inc. (EPS), Baltimore, MD.
