- THIS IS A NOTICE OF INTENT TO AWARD A SINGLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to award a single source purchase order to MBK Engineers. DESCRIPTION/BACKGROUND Bureau of Reclamation intends to negotiate a sole source contract with MBK Engineers for professional services to provide support services for the River Manager and other Reclamation personnel within the Water Operations Division as they continue to implement the existing 2013 Klamath Project BiOp and work on formulating a new BiOp through the Reconsultation process. The NAICS code is 541330, Engineering Services, size standard $15 Million. MBK was awarded the previous five year contract in 2013 to assist with implementation of the 2013 Biological Opinion (BiOp). MBK was selected for the original contract because of their long familiarity with Klamath Basin hydrology and experience with the Water Resource Integrated Modeling System (WRIMS) model. The WRIMS model was adapted from the California Statewide Integrated Model (CalSIM) for use by Reclamation personnel and MBK. MBK also assisted with the use of WRIMS to formulate the original 2013 BiOp. When Reclamation had to suddenly enter Reconsultation as a result of a court decision a year ago, the existing contract allowed Reclamation to immediately utilize MBK's specialized expertise with that effort as part of their BiOp assistance. During the course of the existing contract, MBK added Confluence Resource Consulting as a subcontractor, who played a large role in the original BiOp while working for the Klamath Tribes. The experience of MBK and Confluence Resource Consulting, has proven to be incredibly valuable as Reclamation's KBAO staff is currently in the midst of Reconsultation efforts, the first phase of which is heavily reliant on the WRIMS model, knowledge of the existing BiOp, and is on an accelerated time-line. MBK is the only contractor with the knowledge and experience needed to assist BOR through the final stages of the 2013 BiOp implementation and Proposed Action without significant delays. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one source and no other supplies or services will satisfy agency requirements. If firms believe they have the technical capability to meet this need, submit a technical capability statement along with business profile to Mr. Rex Amicone at ramicone@usbr.gov within five (5) days of this notice. Any information received will be treated as market research information towards future similar or same requirement. Quotations or proposals received in response to this notice will not be accepted since the synopsis is not a request for proposal.
