- Updated Section J, Attachment 18 - Export Controlled Information Request Form. Updated DRFP Section J, Attachment 12 - Section L Paragraph L-1.1.7 and Section J, Attachment 18 - Export Controlled Information Request Form The Department of Defense, United States Air Force (USAF), Air Force Materiel Command (AFMC), Air Force Life Cycle Management Center (AFLCMC), Armament Directorate, Direct Attack Division is currently planning a competitive acquisition for continuing development of the Weapons Planning Software (WPS) suite based on the Joint Mission Planning System (JMPS) architecture. This Draft Request for Proposal (DRFP) is for market research purposes only and is not considered a solicitation. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS DRFP POSTING. This DRFP is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice. Any information submitted by respondents to this DRFP is voluntary. Interested vendors are encouraged to respond in writing to the Points of Contact (POC) listed below with questions, comments, concerns, and suggestions with respect to this DRFP no later than 2:00 PM Central Time on 15 June 2018. The WPS Program Office intends to conduct one-on-one sessions with interested vendors to give interested vendors an opportunity to provide oral feedback on the DRFP. These sessions will be conducted via telephone conferencing on 5 and/or 6 June 2018 between the hours of 0900 and 1600 Central Time and shall be no more than 60 minutes in duration per session. Each interested vendor will receive no more than one session. The Government will have Program Office, Technical, and Contracting personnel at the one-on-one sessions to receive feedback and answer questions provided by interested vendors. No later than 24 May 2018, interested vendors shall provide at least three times during the periods specified above for which the interested vendor is available for a one-on-one session. Further details will be provided to each interested vendor once a time has been determined for the one-on-one session. Comments or suggestions from interested vendors are invited and welcome. These may or may not be implemented into any resultant Request for Proposal - subject to rules against unfair competitive advantage and restrictions on the Government's use of proprietary information. The following areas/questions are subjects to which the Government is highlighting for feedback from industry specifically and may be used by industry as guidelines for preparing feedback: • Section J, Attachment 12 - Section L • Section J, Attachment 13 - Section M • Section J, Attachment 17 - Cost/Pricing Spreadsheet • Section J, Attachment 5 - BLS Labor Categories and Descriptions • Contract Types • T&M Approval Form (Section J, Attachment 8) and Process • Rates - Placing rates other than T&M (i.e. CPFF) on the basic contract and amount of years for rates on contract • Whether the compliance and requirements documents on DVD-R are sufficient for bidding and execution • Any other areas/subjects interested vendors believe are not adequately covered or may be improved upon in the DRFP The list above is not to be considered all-inclusive, and interested vendors are encouraged to provide feedback and questions on any areas/subjects concerning the DRFP or the WPS Program the interested vendor believes will help the Government improve the DRFP. To obtain a copy of the draft requirements and compliance documents for this DRFP, thoroughly review the instructions in Section J, Attachment 12 - Section L Paragraph L-1.1.7 for documentation needed. Upon verification of the offeror's status and acknowledgement of responsibilities under U.S. export control laws and regulations, the requested document package will be provided on a DVD-R via a shipping service to the proper requestor. Note: Due to distribution controlled information associated with this requirement, foreign vendors will not be able to participate in any contract efforts related to the WPS program. Attention - New System for Award Management (SAM) Registration Requirements: GSA has implemented a new security measure for SAM. Every new registrant is now required to provide a notarized letter confirming that the entity's Administrator is authorized to register the entity in SAM and make changes to its registration BEFORE GSA will activate the entity's registration. This is effective immediately.
