- Solicitation Number: HQ0147-18-R-0010 Agency: Other Defense Agencies Office: Missile Defense Agency Location: MDA-DACX DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited. Approved for Public Release 18-MDA-9639 (14 MAY 2018) 1.0 GENERAL INFORMATION The Missile Defense Agency (MDA) announces the release of the HDR Multiple Award Indefinite Delivery Indefinite Quantity (ID/IQ) Request for Proposal. Industry is advised that this is the final Request for Proposal (RFP), which shall supersede any draft information posted to date. This RFP does not commit the Government to any contractual agreements or arrangements. The Government will NOT pay any costs incurred by a respondent because of this RFP posting. It is not to be construed as a commitment by the Government for any procurement of supplies or services, nor does it constitute a promise of a solicitation in the future. The applicable North American Industry Classification System (NAICS) Code is 334511. All communications concerning this acquisition must be coordinated through the Procuring Contracting Officer (PCO). 2.0 HDR PRIME LIBRARY ACCESS The HDR Prime Library has been established to provide all RFP information about HDR to prime industry participants. Throughout the RFP process, documents will be made available through the HDR Prime Library. Access to the Prime HDR Library will only be granted to prime industry participants cleared by MDA Contracting and Security Officials. To request access to the HDR Prime Library submit an email via HDR@mda.mil with the subject line, "HQ0147-18-R-0010 HDR-H Prime Library Access." All Technical Data furnished by the Government is in an "as is" condition without any warranty to its accuracy, completeness, or adequacy (see L-2.3). An HDR DD Form 254 will be provided with HDR Prime Library Access approval. MDA information shall only be released to the contractor for submission preparation purposes following verification of the contractor's facility clearance and safeguarding. The DD Form 254 shall act as security guidance for the safeguarding of all HDR related information at the contractor facility. The Defense Security Service maintains security cognizance of classified information stored at a contractor facility. However, the following stipulations apply: a. In accordance with (IAW) National Industrial Security Program Operations Manual (NISPOM) Paragraphs 5-200 and 5-600, contractors shall ensure full written accounting and control over all MDA classified information provided to the contractor by MDA or created as copies by the contractor. b. IAW NISPOM Paragraphs 5-501 and 5-502, distribution of MDA classified information shall only be made to those cleared contractor personnel working on the contractor's response to the request for information, unless otherwise authorized by the HDR-H PCO. c. IAW NISPOM Paragraph 5-509, for purposes of this submission request, further distribution of MDA classified information shall only be authorized by the HDR-H PCO. d. IAW NISPOM Paragraphs 5-702, 5-703, and 5-704, all classified information provided for use in submission preparation shall be returned to MDA or destroyed. 3.0 QUESTIONS Questions regarding this announcement shall be submitted in writing by e-mail to the PCO to the HDR@mda.mil inbox. These questions and the Government's responses shall be made available to industry via the HDR Prime Library. Verbal questions will NOT be accepted. All questions must submitted no later than May 26, 2018 by Noon, Central Standard Time. Any questions received after the due date will not be answered.
