Description
This is a synopsis for noncommercial items prepared in accordance with FAR 5.207 as supplemented with additional information included in this notice. This procurement is being processed on an unrestricted basis. The North American Industry Classification System (NAICS) Code for this acquisition is 334511. The Small Business Size Standard is 1,250 employees. The Naval Undersea Warfare Center, Division Newport, RI (NUWCDIVNPT) intends to award a build-to-print, Firm Fixed Price (FFP) five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) contract for complete cable assemblies. The build-to-print drawing package, Attachment 1, includes connector requirements that are to be met on a brand name only basis by using Teledyne/D.G. O'Brien, Inc. and SeaCon/Brantner & Associates, Inc. products. Lot 1 products include Teledyne/D.G. O'Brien, Inc. connectors while Lot 2 products include SeaCon/Brantner & Associates, Inc. connectors. NUWCDIVNPT serves as the Navy's Technical Design Agent (TDA), In-Service Engineering Agent (ISEA) and assists with the Acquisition Agent (AEA) activities for the surface ship and submarine transducers, hydrophones and cables. The purpose of this contract is to maintain the Navy's outboard SONAR cable inventory to support new construction and fleet needs. NUWCDIVNPT intends to purchase the following items: CLIN 0001: Lot 1 Cables (See attachment 2) (FFP) CLIN 0002: Lot 2 Cables (See attachment 2) (FFP) CLIN 0003: Lot 1 Data (Not Separately Priced) CLIN 0004: Lot 2 Data (Not Separately Priced) The ordering period of CLINs 0001 through 0004 is five years from date of contract award. Place of performance is contractor's facility. The proposed contract action is for hardware for which the Government intends to negotiate with only one source under the authority of 10 U.S.C. 2304 (c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Connectors produced by Teledyne/D.G. O'Brien, Inc. and SeaCon/Brantner & Associates, Inc., as identified in Attachment 1, are the only connectors that can be delivered as part of the cable assembly at a fair and reasonable price to the government without a lapse in production deliveries and significant duplicative costs being incurred for another connector to become tested and qualified to meet the government's minimum requirement. The anticipated award date of RFP#: N66604-18-R-0864 is expected to be on or about 06 October 2018. Attachments: •1. Drawing Package •2. Section B Draft Pricing Tables •3. Statement of Work The synopsis is not a request for competitive proposals. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the Government.
