- AMENDMENT 2 to BAA FA8750-17-S-7008 The purpose of this amendment is to: 1) Update the NAICS Code 2) Part I-OVERVIEW INFORMATION and Part II, Section II AWARD INFORMATION, Paragraph 1-Funding: Revised to reflect an increase in the total potential funding available under this BAA from $49.9M to $99.9M 3) Part II, Section I FUNDING OPPORTUNITY DESCRIPTION: Revised to add a Focus Area 4) Part I-OVERVIEW INFORMATION and Part IV APPICATION AND SUBMISSION INFORMATION, Paragraph 1-Submission Dates and Times: Revised to reflect suggested submission date for new Focus Area CHANGES: 1) NAICS Code: 541715 2) PART I - OVERVIEW INFORMATION. a. Suggested Submission Dates have been amended. A window for submissions to Focus Area 5 has been added. The change is as follows: While white papers will be considered if received prior to 1500 on 30 Sep 2022, the following submission dates are suggested to best align with projected funding: FY18 by 31 Oct 2017 FY18 by 18 Jun 2018 - Focus Area 5 ONLY* * Focus Area 5 will only be open for 45 days. White papers for Focus Areas 1-4 will be accepted at any time up to the closing date. However, white papers for Focus Area 5 must be received by 18 Jun 2018. FY19 by 03 Aug 2018 FY20 by 02 Aug 2019 FY21 by 31 Jul 2020 FY22 by 30 Jul 2021 b. BAA Estimated Funding is deleted in its entity and replaced with the following: BAA ESTIMATED FUNDING: Total funding for this BAA is approximately $99.9M. Individual awards will not normally exceed 36 months with dollar amounts normally ranging from $250K to $10M. There is also the potential to make awards up to any dollar value, as long as the value does not exceed the available BAA Ceiling amount. 3) PART II - FULL TEXT ANNOUNCEMENT. a. Section I - FUNDING OPPORTUNITY DESCRIPTION is revised to add the following focus area: 5. Position, Navigation & Timing Capability Integrated with a Resilient Aerial Networking • Develop functional capabilities, concepts, theory and applications addressing the capability to provide an alternate for Position, Navigation, & Timing (PNT) capability in the event that GPS PNT data is not available. This capability is to be implemented using military communication links. • This combined capability will provide an alternate GPS capability required by Combatant Commanders (COCOMs) to support force structure movement as well as lethality. Specifically, the precision movement of Multi-Domain air, surface, Cyber, and ground forces as well as real-time targeting capability for high performance weapons. The capability must be able to operate in a satellite denied and jamming environment. Please note that this focus area is only open for 45 days from the release of this BAA amendment. b. Section II - AWARD INFORMATION - Paragraph 1, Funding is deleted in its entity and replaced with the following: 1. FUNDING: Total funding for this BAA is approximately $99.9M. The anticipated funding to be obligated under this BAA is broken out by fiscal year as follows: FY18 - $43.9M FY19 - $33.6M FY20 - $ 9.4M FY21 - $ 6.6M FY22 - $ 6.4M The breakout of funding by fiscal year is a projection. The total awards values in any given year will vary. a. Individual awards will not normally exceed 36 months with dollar values ranging from $250K to $10M. There is also the potential to make awards up to any dollar value as long as the value does not exceed the available BAA ceiling amount. b. The Government reserves the right to select all, part, or none of the proposals received, subject to the availability of funds. All potential Offerors should be aware that due to unanticipated budget fluctuations, funding in any or all areas may change with little or no notice. c. Part IV APPICATION AND SUBMISSION INFORMATION, Paragraph 1, Submission Dates and Times, is deleted in its entirety and replaced with the following: 1. SUBMISSION DATES AND TIMES: It is recommended that white papers be received by 3:00 PM Eastern Standard Time (EST) on the following dates to maximize the possibility of award: FY18 by 31 Oct 2017 FY18 by 18 Jun 2018 - Focus Area 5 ONLY* * Focus Area 5 will only be open for 45 days. White papers for Focus Areas 1-4 will be accepted at any time up to the closing date. However, white papers for Focus Area 5 must be received by 18 Jun 2018. FY19 by 03 Aug 2018 FY20 by 02 Aug 2019 FY21 by 31 Jul 2020 FY22 by 30 Jul 2021 White papers will be accepted until 3 PM EST on 30 September 2022, but it is less likely that funding will be available in each respective fiscal year after the dates cited. This BAA will close on 30 September 2022. All offerors submitting white papers will receive notification of their evaluation results within 45 days of submission. Offerors should email the TPOC and the Contracting Officer listed in Section VII, for status of their white paper(s) after 45 days, if no such correspondence has been received. No other changes have been made.
