Requests for copies of a solicitation will not receive a response. This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the National Institute of Standards and Technology (NIST) for conducting a follow-on acquisition. NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested. No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information. NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Background: The Wildland-Urban Interface Fire Group develops, advances, and deploys measurement science to reduce risk of fire spread in wildland-urban interface (WUI) communities. The purchase of accelerated weathering chamber(s) is necessary to more quickly assess the simulated effects of long term solar radiation and moisture on the effectiveness of fire retardant coatings to mitigate ignition and fire spread for wood and other materials. One or two chambers are acceptable to meet the requirements. The chamber or chambers must include a total of at least 8 square feet of conditioning area for 1.3 cm (0.5 inch) thick samples. The conditioning space must be flexible and include fixtures and retaining mechanisms that can accommodate at least 60 samples of 10 cm x 10 cm x 1.3 cm thick dimension or 12 samples of 15 cm x 46 cm x 1.3 cm thick. The chamber(s) must have controllable UV exposure, temperature, moisture, and spray capabilities. UV exposure must be in the 290 nm to 410 nm wavelength region. Temperature control should be able to mimic diurnal fluctuations. Spray must be controllable for duration and frequency. A recycling repurification unit must be included to minimize water requirements. The chamber(s) must operate on nominal 120VAC/60Hz electrical power. Requirement: NIST is seeking information on contractors who can provide equipment based on the following required minimum specifications: •UVA lamps producing wavelengths greater than 290 nm, less than 410 nm, and peaking in the 330 to 360 nm range. •One spare lamp for every two lamps installed •UV irradiance control to enable light intensity adjustment and programmed variation •Maximum irradiance of at least 1.4 W/m2/nm (intensity greater than solar noon is important) •Irradiance calibration system •Condensation system for outdoor moisture simulation •Water spray system to provide periodic thermal shock and/or erosion effects •A water repurification recycling system for each unit •Temperature control between 50° C and 80 °C •Capacity to hold specimens up to 46 cm (18 inches) long. •Capacity to hold specimens at least 1.3 cm (0.5 inches) thick •Various specimen holders and retaining clips of the required size and number to fill the chamber(s) and accommodate at one time at least: sixty (60) 10 cm x 10 cm x 1.3 cm thick samples, or twelve (12) 15 cm x 46 cm x 1.3 cm thick samples •Upgradeable control software •USB and network connectivity •Condition recording capability •Nominal 120 VAC/60 Hz electrical power compatibility Interested parties shall describe the capabilities of their organization as it relates to the equipment requirements described above. NIST is seeking responses from all responsible sources, including large and small businesses. The associated North American Industrial Classification System (NAICS) code for this requirement is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees. Please include your company's size classification and socio-economic status in any response to this notice. After results of this market research are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. Companies that can provide such equipment are requested to email a written response describing their capabilities to Karen.Armstrong@NIST.GOV no later than the response date for this sources sought notice. The following information is requested to be provided as part of the response to this sources sought notice: 1.Name, Address, DUNS number, CAGE code, and point of contact information of your company. 2.Any information on the company's small business certifications, if applicable. 3.Description of your company's capabilities as they relate to the equipment requirement described in this notice. 4.Indication of whether the equipment described in this notice is currently offered via your company's GSA Federal Supply Schedule (FSS) contracts, Government-wide Acquisition Contracts (GWACs), or other existing Government-wide contract vehicles; and, if so, the contract number(s) for those vehicles. 5.Any other relevant information that is not listed above which the Government should consider in finalizing its market research. Responses are limited to a total of ten (10) pages. The responses must be in MS Word format. Pages shall be 8½-inch x 11-inch, using Times New Roman 11 Point Font. Each page shall have adequate margins on each side (at least one inch) of the page. Header/footer information (which does not include any information to be analyzed) may be included in the 1" margin space.
