- Contracting Office Address Department of Justice, Bureau of Prisons, National Acquisitions and Systems Section, 320 First Street, NW, Washington, D.C. 20534 Description PRE-SOLICITATION NOTICE: The Federal Bureau of Prisons, National Acquisitions and Systems Section, Washington, D.C. is seeking proposals from qualified and responsible sources having the ability to provide telephone service and system maintenance to the inmate population in the contiguous United States, Hawaii and Puerto Rico. The request for proposal will be available on or after June 20, 2018. The closing date for receipt of proposals will be on or about August 14, 2018. In 1930, the Bureau of Prisons (Bureau) was established within the Department of Justice and charged with the management and regulation of all Federal penal and correctional Institutions. Within the Bureau of Prisons, the Administration Division is responsible for the Bureau's financial and facility management, including budget development and execution, finance, procurement and property, and the inmate Trust Fund program. Within the Administration Division, the Trust Fund Branch (Trust Fund) is responsible for management and oversight of all Trust Fund Operations. Trust Fund has developed an Enterprise System to include network infrastructure and multiple applications to provide various services to the inmate population over the Trust Fund Network known as TRUNET. Trust Fund is also responsible for the inmate telephone system (ITS) which provides reliable telephone service to the inmate population and is essential to support the requirements of Bureau of Prison's investigative and intelligence staff. Based upon a review of calling reports, the Inmate Telephone System is processing approximately 3.5 million local, long-distance, and international telephone calls per month. Telephone calls are outbound calls only. The goals of the program are to: - Maintain and support a technologically sound platform that is capable of expansion into the future; - Allow for the provisioning of new systems when needed; - Continue to deliver telephone services to the inmate population that interface to the commissary and inmate fund accounting systems and provides direct dial and collect calling with associated billing services; - Establish a long term software and equipment maintenance and ancillary support contract. The Performance Period for this requirement is as follows: Base: Date of award through 9/30/2020 Option Period 1: 10/01/2020 through 9/30/2021 Option Period 2: 10/01/2021 through 9/30/2022 Option Period 3: 10/01/2022 through 9/30/2023 Option Period 4: 10/01/2023 through 9/30/2024 Option Period 5: 10/01/2024 through 9/30/2025 Current volumn is estimated at 3.5 million calls per month. All information regarding this solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://www.fedbizopps.gov. Hard copies of the proposal will not be available. The site provides downloading instructions. Faith-Based and Community-Based Organizations can submit offers equally with other organizations for contracts for which they are eligible.
