Description: Under the authority of FAR 6.302-1, the Department of the Treasury, Bureau of the Fiscal Service (BFS), intends to make award on a sole source basis to ChainAlysis, Inc. - 43 West 23rd Street New York, NY 10010, for the purchase of Bitcoin All Crypto Licenses. ChainAlysis, Inc. is the sole provider for this service. The Financial Crime Enforcement Network (FinCEN) has issued guidelines on the status of Bitcoin under the nation's money laundering laws. Bitcoin exchanges (Bitcoins for conventional currencies) and most Bitcoin miners (servers that process Bitcoin transactions and are rewarded for their efforts with new Bitcoins) are required to register as Money Services Businesses (MSBs) and comply with anti-money laundering regulations. To accomplish FinCEN regulatory, enforcement and investigative mission, FinCEN needs this bitcoin transaction data and analysis tool. Chainalysis All Crypto Licenses: • Chainalysis provides access to unique dataset of Bitcoin addresses that they have "clustered" or affiliated with different entities, such as virtual currency exchanges, ransomware groups, and darknet marketplaces. The information is the result of Chainalysis's proprietary methods for identifying affiliations and transactions from Bitcoin blockchain. • With 2018 releases, Chainalysis further differentiates itself from the competitors by offering blockchain analysis data on other virtual currencies including Bitcoin Cash and Ethereum, with plans to add other virtual currencies throughout 2018. • Chainalysis All Crypto Licenses leverages the largest proprietary database of meta-data associated with Bitcoin transactions, investigators are able to gain greater insights over the source of funds of particular transactions and follow the money from hacks, ransomware and other malicious activity. • Among many features of Chainalysis's All Crypto Licenses, Reactor is provided through web application that communicates to their servers where the data analysis, research and annotations are stored. The user is able to start their investigation using a breadth of data sources from known Bitcoin and other cryptocurrency services to transactions hashes, addresses and arbitrary amounts of text. • The addition of more cryptocurrencies to search within the Reactor tool (All Crypto Software), it is more valuable than ever. Previously, users of Reactor only had access to tracking transactions on the Bitcoin blockchain. With the All Crypto License(s), users of the software will be able to trace multiple cryptocurrencies at once. The Bureau of the Fiscal Service will consider written responses received no later than 2:00p.m. ET on May 24, 2018. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested maintenance. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, the Bureau of the Fiscal Service shall make award on a sole source basis to ChainAlysis, Inc. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 541511, size standard $27.5 M. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. Contractors should provide their DUNS, if applicable. Responses to this request must be submitted no later than 2:00 p.m. ET on May 24, 2018 and must be submitted electronically to purchasing@fiscal.treasury.gov - Attention: Todd Ashcroft/Melissa Hardbarger. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
