This is a SOURCES SOUGHT ANNOUNCEMENT ONLY.    It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the  Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this Sources Sought must be in writing.  The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of providing the requested commodities. The NAICS Code is 339112; size standard is 1,000 employees. 100% small business set-aside. Responses to this notice shall include the following: (a) company name  b) address (c) socio-economic status, (d) point of contact (e) phone, fax, and email (f) DUNS number (g) Cage Code (h) Tax ID Number (i) and must  provide a capability statement that addresses the organizations qualifications and ability  to perform as a contractor and provide the commodities described below.       Vital Sign Monitors & Software To Allow Downloading into CPRS See Statement of Work below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.   Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.  Requests for information and resultant responses shall be submitted directly to the contracting officer, Wilmen Joa at Wilmen.Joa@va.gov. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 11:00 am Eastern Standard Time on May 18, 2018. STATEMENT OF WORK GENERAL INFORMATION Title of Project: Vital Sign Monitors with Connex Software for Wireless Downloading for VA NYHHS Manhattan Campus Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Replacement vital sign machines are needed for the Manhattan campus of the VA New York Harbor HCS. They will increase the current inventory of existing machines, replace the oldest existing machines from a different vendor (bought about 15 years ago) and provide improved patient safety, maximize staff efficiency and provide state of the art patient care. Background: The monitors being requested will add to our existing fleet of Welch Allyn vital sign monitors already in all departments including PACT and other outpatient clinics/areas and on inpatient floors at our Manhattan campus. Existing Casmed vital sign monitors are no longer able to be repaired and replacement parts are not available. VSM are used daily, 24/7 by the physician and nursing staff to monitor vital signs of our patients/residents. This information is critical clinical data that must be recorded for each patient on a timely basis. As part of this procurement, we will purchase the related Connex software so that vital signs data from the monitors will seamlessly transfer to CPRS. Connex software is directly compatible with our EMR, without any additional firmware required for the transfer of vitals to work. This will greatly enhance the clinical care as information will be immediately available to the provider and there will be less chance for error since it will upload automatically without the need for manual entry by nursing staff. The vital sign monitors need to be able to provide NIBP, SPO2 & Temp monitoring, be wifi radio enabled and be capable of downloading directly in to our CPRS system in the future without anything additional needed. Staff are already familiar with these monitors and are knowledgeable about their functionality making this an almost seamless process. This is for brand name or equal for the above item. If you are quoting an equal, please provide specification & brochure. Please see the statement of work for specification. This will be awarded based on the lowest price technically acceptable, all technical specs in the statement of work must be met.
