- Justification and Approval This is a justification and approval for commercial items prepared in accordance with FAR 6.302-1. The Library intends to negotiate with NIC Federal on a sole source basis as they are the only responsible source found that can satisfy the Library's requirement. This requirement is not set-aside for small businesses. The applicable NAICS code is 518210 – Data Processing, Hosting, and Related Services. The applicable Product Service Code is R425 Engineering/Technical.
