- Questionnaire Synopsis of the requirement Sources Sought Synopsis for Market Research Electronic Access Control Systems (ACS) and Closed-Circuit Television (CCTV) Systems For: Department of Defense Education Activity (DoDEA) ESS Program This is a Sources Sought Synopsis. This announcement seeks information from industry, which will be used for preliminary planning purposes and eventual product selection. The Sources Sought synopsis is to solicit input from electronic security equipment manufactures about Access Control Systems (ACS) that will be used to control access to DoDEA facilities (primarily schools) and provide local Closed Circuit Television Systems (CCTV) video surveillance for DoDEA educational facilities/Offices in various countries and regions throughout the world. Systems services. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. This is not a solicitation for contract proposals and no contract shall be awarded from this synopsis. The U.S. Army Engineering and Support Center, Huntsville is soliciting comments on a market research basis for ESS and CCTV in support of the DoDEA. Respondents and/or manufacturers shall respond directly to this request for information using the POCs listed below. Respondents and/or manufacturers should not contact or attempt to contact anyone from DoDEA directly in an attempt to market, sell, or otherwise solicit information regarding this request. Depending of the number of responses the Government (USACE-Huntsville and DoDEA) may plan and request face to face manufacturer demonstrations and/or presentations as part of this request. DoDEA operates 166 accredited schools in 3 Regions, 8 districts located in 11 foreign countries, 7 states, Guam, and Puerto Rico. DoDEA employs approximately 15,000 employees who serve more than 72,000 children of active duty military and DoD civilian families. The challenge is that the facilities are geographically dispersed in multiple countries and DoDEA currently does not have dedicated IT staff in the field to manage and support the various stand-alone security systems. Goal: In order to provide greater security for students and faculty while minimizing the costs associated with the operation, maintenance, and sustainment of these systems, DoDEA is looking to standardize, install new, and upgrade existing ACS to a single Enterprise product or a minimal number of different Type Accredited Stand-Alone products per country, region, or military installation. It is DoDEA's intent to minimize the number of different security products utilized across their Agency to the greatest extent possible. The final decision on the number of different products that will be allowed and where those products will be installed depends on the following factors: 1. Initial cost and administrative requirements for operation, maintenance, and sustainment 2. Requirement to obtain a cybersecurity accreditation/Authority to Operate (ATO) and cost of sustaining the ATO especially for multiple solutions 3. Availability of certified technicians to perform maintenance and sustainment activities especially considering the number of states, territories, and foreign countries where the DoDEA facilities are physically located. 4. Ease of employee enrollment and access privileges management. Minimum technical requirements: 1. ESS Software shall operate on the latest approved versions of DoD approved Operating Systems (OS) (Windows 10), Database, and Server platforms. 2. Access Control Systems (ACS) must be listed as approved on the Federal Identity, Credential, and Access Management (FICAM) program, Federal Information Processing Standard 201 (FIPS 201) Evaluation Program Approved Products List (APL). https://www.idmanagement.gov/approved-products-list/ 3. The ACS must utilize a Validation System that is embedded at the server, in the door controller, or reader so that an additional (separate) module/device with additional cabling in order to perform the PIV validation is not required. 4. The ACS must support the full range of authentication methods identified below: • FASC-N • FASC-N + PACS PIN • CHUID + PACS or CAC PIN • CHUID (Signed) • PKI-CAK • PKI-Auth (CAC+CAC PIN) 5. The ACS and readers must support the use of iCLASS, MiFare, smart cards, and other Non-PIV cards with equivalent security features for use by visitors, custodial staff, and others who may not have a CAC. 6. The ACS must be capable of fully integrating with and utilizing electronic locking hardware such as the Allegion/Schlage AD-301 FIPS 201 compliant hardwired or wireless electronic locks (or equivalent). 7. The ACS shall support seamless integration with an integrated High Definition (HD) CCTV System that is capable of 2.64 or better video compression. Questionnaire: In addition to any product literature, please provide written responses to the series of additional questions provided in the attached questionnaire. Recommend submitting your responses using an encrypted method of transmission so that your responses are protected if you feel the information provided is corporate or procurement sensitive. The information provided will be shared with POCs listed below and designated DoDEA customer government representatives assigned to product evaluation. It should be stressed that we need responses to all of the requirements listed in order to better evaluate the product(s).
