Description
This is a Sources Sought Notice for Acquisition Planning Purposes Only. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, and management capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternate procurement strategy is warranted. The Bureau of Reclamation, Lower Colorado Region, Lower Colorado Dams Office (LCDO) has a requirement for the purchase and installation of electronic monitoring and surveillance equipment at the Hoover Dam Arizona Back Gate and Hoover Dam Parking Garage. The electronic monitoring and surveillance equipment at the AZ Back Gate shall have analytics capable of detecting human-foot and vehicle traffic at least 25 feet away from the exterior of the gate on Old HWY 93 (Hoover Dam Property). All equipment shall operate day and night, 24hrs a day/7 days a week 365 days a year taking into consideration the year-around weather conditions and desert environment. Fixed and PTZ (Pan-Tilt-Zoom) Cameras shall be strategically placed to provide immediate visual assessment (IVA) and monitoring of the required field of detection. Camera coverage shall also include the adjacent parking area located near the AZ Back Gate. The contractor shall ensure an adequate number of cameras is installed to effectively monitor both the AZ Back Gate and adjacent parking area. The cameras infrastructure shall run from the AZ Back Gate to the Server Room located on the 7th Floor inside the Hoover Dam using a secured wireless transmission, e.g., Free Space Optic (FSO), or better, that allows for future expansion. The cameras shall have the ability to fully integrate into and be compatible with the Electronic Access Control Security and Surveillance (EACSS) system, more specifically, AMAG v8.02 and Completeview 4.7.4, currently used at the Hoover Dam Command Center. The connection shall be compliant with and approved by the Bureau of Reclamation Lower Colorado Dams Office (LCDO) IT Security Office to ensure it meets all regulatory requirements. Following the full installation, integration and satisfactory commissioning of the above mentioned equipment, the contractor shall replace each of the non-functional Hoover Dam Parking Garage cameras. The Contractor shall conduct a site visit to assess the layout, infrastructure and configuration of the current camera system and determine the best course of action to ensure all cameras have the ability to fully integrate into and be compatible with the Electronic Access Control Security and Surveillance (EACSS) system, more specifically, AMAG v8.02 and Completeview 4.7.4, currently used at the Hoover Dam Command Center. The connection shall be compliant with and approved by the Bureau of Reclamation Lower Colorado Dams Office (LCDO) IT Security Office to ensure it meets all regulatory requirements. The Contractor shall determine the most effective method to establish a connection between all Parking Garage cameras and the Hoover Dam 7th Floor Server Room. The Contractor shall determine the most effective camera(s) for the Parking Garage environment taking into consideration compatibility and integration with the existing camera system. The cameras shall operate day and night, 24hrs a day/7 days a week 365 days a year taking into consideration the year-around weather conditions and desert environment. The Contractor shall determine if more cameras should be installed, whether PTZ or fixed, to allow for constant monitoring of vehicle and foot traffic in all areas of the parking garage. The North American Industry Classification System (NAICS) Code 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $15 Million. Capability statements and all responses are to be submitted no later than 2:00 PM PST Friday, May 25, 2018 via email to Cris Stubitz mstubitz@usbr.gov. The capabilities package should demonstrate the firm's ability, capability and responsibility to perform the principal components of the work listed. Packages should be no longer than 4 pages and include the following: (1) Provide business name, address, business size and type (8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc.) (2) Provide business point of contact to include e-mail address and telephone number. (3) Provide a list of projects completed within the past five years where the work involved installation of comparable equipment. Provide a brief description of the work performed, project title, dollar value of the job and the customer's contact name and phone number for the work completed. When it is determined that a formal solicitation will be issued, a notice will be posted on Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/.
