- Sources Sought Water Control Gate Service & Maintenance This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns that may be interested in performing the proposed project are encouraged to submit capability statements for consideration. Based upon response to this announcement and capability statements, the Government may determine to set this acquisition aside, proceed with an unrestricted solicitation or decide on an alternate procurement strategy. The applicable North American Industry Classification (NAIC) code for this requirement is 221310, with a small business size standard of $27.5Mil. Alternative NAICs codes may be considered. The Bureau of Reclamation, Lower Colorado Region, has a requirement for the service and maintenance of water control gates near Yuma, Arizona. The water control gates are metered using Sonaray flow measurement technology to automatically deliver a constant and accurate flow rate and volume. The drive system, motor control, ultrasonic measurement, power supply, local control keypad, and telemetry system function as a single unit. Principal features of the work include, but are not limited to: • Perform preventative (routine) maintenance on the (4) water control gates bi-annually. • Perform unscheduled maintenance on an as-needed basis (on-call). • Service may include but is not limited to: replacing components (loom, PCB encoder meter outlet, sensors, batteries, etc.), check and verify gate operation, re-reference gate, clean inside/outside of pedestal, ropes and channels, rope drum assemblies, swage assemblies; check solar panels and power input/output, confirm gate movement, upstream and downstream water levels, check analog level sensors, visual inspection of the gate, system, and components; cleaning and functional performance testing; and calibration of the sensors. • Coordinate with Reclamation (Project Manager) prior to commencing work at the site. • Provide a site visit report (summary of work completed) for performed maintenance. Personnel providing service to the water control gates must be trained and authorized Rubicon Water technicians or independent local system integrators that are skilled and qualified to work with Rubicon Water gates and systems. Tools and transportation necessary to perform maintenance on the water control gates shall be at the Contractor's expense and will not be supplied by the Government. Capability statements are to be submitted no later than May 25th, 2018, 3:00 PM PST. Capability statements shall not exceed five pages in length. Include the following information with the capability statement: 1. Narrative discussing firm's ability to complete this type of work, including experience working with systems mentioned. 2. Previous completed projects performed of similar nature, 3. Alternative NAICS code (for consideration); 4. Business name, address, point of contact, DUNS number, phone number and email address; and 5. Business size & type: 8(a), HubZone, Service Disabled Veteran, Woman Owned Small Business, Small Business or Large Business, etc. This information will be used to assist the Contracting Officer in terms of developing the appropriate procurement strategy for this acquisition and for purposes of market research. All businesses, regardless of size, capable of providing these items are invited to respond. Any information provided by industry to the Government as a result of this sources sought is voluntary. This notice is designed to locate responsible sources that have an interest, and have the ability to perform the services described herein.
