Description
Special Notice for a Single Source Procurement SUBJECT: NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT FOR ELECTRIC UAS and CURRICULUM from Virginia Polytech Institute & State University. REQUIREMENT: Electric UAS (Unmanned Aircraft System) and Curriculum: The USAF Test Pilot School has a need for the development, fabrication and delivery of four UAS platforms and autopilot software to support the research and education missions of USAF TPS. The UAS should be inexpensive and adaptable to a variety of flight test scenarios. The system, including the airframe, avionics, and ground control station, should require minimal training and upkeep. Documentation shall include an engineering notebook/pilot manual for each UAS, which shall include performance specifications and limitations in addition to an uncertainty-quantified flight dynamic model. Documentation shall also include detailed procedures for the required flight test scenarios. DESC: INTENT TO AWARD A SINGLE SOURCE PROCUREMENT WITH Virginia Polytech Institute & State University. The Air Force, Edwards Air Force Base, CA intends to award a Single Source purchase order to Virginia Polytech Institute & State University, 300 Turner St NW STE 4200, Blacksburg, VA 24061-6100. The Single Source purchase will be for Electric UAS and Curriculum. Virginia Polytech Institute & State University is the only known source identified for procurement of this supply. The statutory authority which permits other than full and open competition for this acquisition, is FAR 13.501(a)(1)(ii). This authority is supported by an approved a Justification and Approval for Other Than Full and Open Competition. It is the Government's intent to proceed with this sole-source action. The North American Industry Classification System Code (NAICS) is 336411 and the size standard is 1,500 employees. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide Electric UAS and Curriculum. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Air Force not to open the requirement to competition, based on response to this notice, is solely within the discretion of the Air Force. If the office has not received any affirmative written responses by 4:00 p.m. 23 MAY 2018, intent is to award a Sole Source purchase order to Virginia Polytech Institute & State University, 300 Turner St NW STE 4200, Blacksburg, VA 24061-6100. AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather the Contracting Officer identified as Michele Cameron.
