Counter Narcotics (CN) Advisor Guatemala City, Guatemala Issuance Date: 5/11/2018 Closing Date: 5/25/2018 SOLICITATION NUMBER: PSC-18-021-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. INL's mission is to minimize the impact of international crime and illegal drugs on the United States and its citizens by providing effective foreign assistance and fostering global cooperation. INL's Office of Western Hemisphere Programs (WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and transit narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. The purpose of this personal services contract is to provide a Counter Narcotics (CN) Advisor to the International Narcotics and Law Enforcement Affairs section at the U.S. Embassy in Guatemala City, Guatemala. The Advisor will be the primary advisor to INL on all matters related to counternarcotic efforts (CN), eradication, and precursor chemicals. DUTIES AND RESPONSIBILITIES 1.Manages the day-to-day operations of the counternarcotic law enforcement project in Guatemala including all interdiction and eradication activities. 2.Coordinates institution building and capacity building of Guatemala's counternarcotic police with special emphasis on training activities at the National Civil Police (PNC) academy to build their interdiction capability. 3.Assists in the end-use monitoring of commodities provided to the host government by the U.S. government (USG). 4.Arranges logistical support for counternarcotic operations in Guatemala and coordinates logistical requirements at forward operating locations. 5.Reviews logistical support requests for accuracy and applicability and develop requirements for supporting PNC counternarcotic and precursor chemical operations. 6.Advises the INL Counter Narcotics & Demand Reduction Officer and INL leadership on training required to improve counternarcotic police performance in detection, interdiction, and disposal of precursor chemicals. 7.Advises the INL Counter Narcotics & Demand Reduction Officer, INL leadership, Government of Guatemala (GOG), and Embassy contacts on appropriate types and levels of support needed to initiate and sustain INL-funded projects. 8.Provides input to the annual country budget request, end-use monitoring report, the International Narcotics Control Strategy Report (INCSR), and the Advanced Acquisition Plan (AAP). 9.Works directly with other USG agencies to help build the PNC's counternarcotic capabilities by coordinating USG provided training, logistical support, and technical assistance. 10.Works with the PNC to develop counternarcotic strategies and programs, including building interdiction capacity at the ports, at borders, and through mobile interdiction operations. 11.Works with Drug Enforcement Administration (DEA), INL/Air Wing, the Aviation Support Program (ASP), and other agencies to develop a robust airmobile interdiction unit within the PNC that can be deployed throughout Guatemala. 12.Assists in developing the interdiction capacity of the airmobile unit to conduct interdictions through appropriate command, control, communications, and intelligence development in coordination with the flight crews operating under direction of the ASP. 13.Works with INL and host nation personnel to improve the PNC counternarcotic police's investigative capacity by providing technical support for communications, computer systems and data analysis, and field investigations. 14.Coordinates the support for the Joint Intelligence Coordination Center (JICC) and works with host nation counterparts in utilizing intelligence generated by the JICC. 15.Drafts letters, cables, and other reports on INL activities under general guidance of the INL CN and Demand Reduction Officer. 16.Provides briefings, program evaluations, and support for high-level visits to INL supported activities. 17.Resides in Guatemala City, Guatemala with travel and work in the field approximately 70% of the time. TRAINING & DISTANCE LEARNING COURSES 1. Complete the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of arriving at post. 2. Complete the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six months of arriving at post. 3. Complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT610) prior to deployment to post. RELATIONSHIPS The Advisor will receive general guidance and report directly to the CN and Demand Reduction Officer. The Advisor will work closely with INL personnel, INL Program Offices, and personnel in other Embassy agencies. In addition, the Advisor will maintain contact with the police, military, justice sector, and non-government organizations (NGOs). The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. GUIDELINES Guidelines include basic legislation, in particular, Chapter 8 of the Foreign Assistance Act (FAA) of 1961, as well as other laws, including other authorities under the FAA, the Arms Control Act, provisions of DOD authorization acts, provisions of the annual Foreign Operations, Export Financing, and Related Program Appropriations Act, which appropriates funds for the INL programs, other supplemental appropriation laws, and the DOS Basic Authorities Act, also contain provisions relevant to the programs for which INL has responsibility. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1.INL/POST Director(s) and; 2.INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position involves analyzing, assessing, planning, organizing, and implementing of complex counter narcotics law enforcement projects. SCOPE AND EFFECTIVENESS The Advisor will perform broad and extensive assignments related to complex programs spanning the full range of counter narcotics activities, to include detection, investigations, eradication, training and analysis of counter narcotics units' abilities to effectively interdict illicit drugs and precursor chemicals, all of which have significant interest to both the public and to Congress. MINIMUM QUALIFICATIONS 1.U.S. Citizen; an able to obtain/maintain Department of State (DOS) Secret security and medical clearances. 2.Bachelor's degree or equivalent (i.e. Associates degree with 5 years related experience) from an accredited institution or 10 years related experience in the military, law enforcement, international development, international affairs, or public administration. 3.Ten years relevant experience in counternarcotic operations. 4.Five years progressive employment experience in either law enforcement, rule of law capacity building, U.S. military joint and combined military operations, or direct experience in INL-managed counternarcotic programs. 5.Three years general administrative and program management experience. 6.Supervisory level experience in strategic planning for small, medium and large units. 7.Strong interpersonal and liaison skills dealing with host government and USG officials in a multicultural environment. 8.Fluent and proficient in Spanish both written and spoken. 9.Ability to obtain/maintain the Contracting Officers Representative (COR) course through the Foreign Service Institute (FSI) within 90 days of arrival at Post. 10.Proficient in Microsoft Office Suite. PREFERRED QUALIFICATIONS 1.Previous overseas experience working with host governments in Latin America. 2.Demonstrated experience evaluating programs and identifying areas for improvement/change. 3.Demonstrated experience in training/instruction of foreign personnel. 4.Demonstrated experience in developing and managing investigative capabilities. GOVERNMENT-FURNISHED EQUIPMENT The Advisor will be furnished with an office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State. PRE-DEPLOYMENT REQUIREMENTS Consultations with the INL program office may be required. EVALUATION FACTORS Factor 1:Interdiction and Eradication Operations(30 points) Demonstrated experience in planning and developing interdiction and eradication counter narcotics strategies and programs and ability to coordinate with Spanish-speaking host country civilian and police officials. Factor 2:Program Design and Implementation(20 points) Demonstrated knowledge of counter narcotics policies, concepts, practices, and principles relevant to analyzing and developing recommendations for program design and implantation in furtherance of USG objectives. Factor 3:Program Management and Administration(20 points) Demonstrated knowledge and experience in managing, planning and conducting oversight functions of a U.S. government-sponsored program. Demonstrated ability to create accurate spend plans and budgets. Demonstrated ability to perform under the contract. Factor 4:Liaison and Communication(20 points) Demonstrated liaison experience, liaising with both host nation officials and U.S. government agencies and personnel. Demonstrated ability to communicate complex issues in a timely and concise manner, both verbally and in writing. Factor 5:Past Performance(10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. The most qualified candidates may be interviewed, required to provide a writing sample, and demonstrate an ability to operate commonly used office applications. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that a candidate has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. Professional references and academic credentials will be evaluated for applicants being considered for selection. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
