- Description
- NASA/HQ has a requirement for an independent body of scientific scholars, researchers and physicians to study and evaluate emerging issues of national importance relating to medical policy and oversight for NASA. This independent body will, over time, organize ongoing discussions, take on specific tasks, and possibly issue reports on a variety of issues of importance to NASA's Office of the Chief Health and Medical Officer. NASA/HQ intends to procure these services from the National Academy of Sciences (NAS) Research Council based on the objectivity and expertise that the NAS provides. NAS is the only organization that is able, through its self-perpetuating, elected membership, to consistently command the services of the nation's foremost scholars and researchers. The NAS employs rigorous and independent review processes that further guarantee the quality and integrity of its studies and reports. On this basis, the NAS is the only entity that can provide the required services to NASA. The resultant contract period of performance will be up to 10 years. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:00pm local time on May 25, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
