- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure finished integrated circuit boards. The contract will be a firm fixed price, indefinite-delivery, indefinite-quantity (FFP-IDIQ) multiple award contract (MAC) that encompasses multiple fixed-price orders over a 5-year period of performance. Individual orders will contain a Technical Data Package or Bill of Materials with specific requirements for the layout design, component values, applicable coatings and finishings, and any government furnished testing equipment or serialization requirements. Payment will be made via Government Purchase Card or Wide-Area Workflow (WAWF) depending on order. The Government estimates making three (3) awards under this solicitation. This estimate in no way prohibits the Government from making fewer or more awards than estimated based upon the offers received and a determination of the best interests of the Government. The contract(s) will be awarded on a competitive basis as a 100% Small Business Set-aside (NAICS 334418, employee size 500). Delivery shall be FOB Destination to NAWCWD, Port Hueneme, CA. This procurement will be in accordance with the Statement of Work included in the solicitation. This requirement is a Commercial Item. International Traffic in Arms Regulations (ITAR) Certification is required. All responsible sources may submit a proposal in response to the solicitation, which shall be considered by the agency. All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information within FBO. See the DLIS website for registration details: https://public.logisticsinformationservice.dla.mil/jcp/search.aspx Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number before the registration will be activated. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration.
