- THIS IS A REQUEST FOR INFORMATION (RFI) NOTICE. This is not a solicitation. This request for capability information does not constitute a request for proposal (RFP). This Request for Information (RFI) is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. Companies responding to this RFI are advised their response does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted, as part of responses to the RFI, should be clearly identified and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. This Request for Information (RFI) is being conducted to identify potential sources that may possess the expertise, capabilities, and experience for Public Safety Telecommunicator operations in connection with a centralized Emergency Communications Call Center (ECCC) for Tobyhanna Army Depot's (TYAD) Law Enforcement Branch (LEB), Fire and Emergency Services Branch (F&ESB) and contracted Basic Life Support Emergency Medical Services (EMS) provider for receiving, processing, dispatching and recording emergency and non-emergency alarms in accordance with applicable standards, regulations and instructions. This includes continuously monitoring telephone lines (E-911 & non-emergency), land mobile radio (LMR) network channels, mutual aid public safety radio systems, SINCGARS, electronic data systems, all intrusion detection systems and hazmat and fire alarm monitoring systems for all alarms, National Crime Information Center, Commonwealth Law Enforcement Assistance Network, and Pennsylvania Justice Network inquiries/entries, performing Hazardous Materials Management System inquiries, after hours telephone answering services, processing facility and equipment service/work order requests, Information Technology services and/or support requests and performing routine and administrative duties associated with this effort for the Directorate of Installation Services ECCC on-site at TYAD. Currently, TYAD's LEB dispatches, monitors and records LEB responses/activities and the F&ESB dispatches, monitors and records Fire and EMS responses/activities. TYAD's desired future state is a centralized emergency communication's call center which will enhance operational efficiencies, increases safety for first responders, and provides improved services to TYAD employees, Tenant Activity Employees, Contractors and Military Family Housing residents. If issued, a solicitation will require offerors to provide this support at a firm-fixed price in both the current, and future states at the Governments discretion. Work will be performed on-site at Tobyhanna Army Depot, Tobyhanna PA 18466. Additional Information. TYAD is approximately 2.2 square miles and has a population of 4,000 personnel during peak hours of operation and approximately 200 personnel after hours. Occupancy in Military Family Housing units vary, although a maximum of 28 families can be accommodated. During calendar year 2017, TYAD F&ES responded to 288 alarms on-site, 83 EMS transports and 34 mutual aid responses. F&ESB processed 1500 phone requests through the F&ESB dispatch office which includes hot-work permit requests, emergency and other non-emergency requests. TYAD's LEB processed 26,000 requests through the LEB desk which consists of complaints, requests, TYAD operating status, etc. RFI. Staffing the ECCC with a minimum of two (2) trained and certified public safety telecommunicators twenty-four (24) hours per day, seven (7) days per week to include periods of inclement weather, state and national emergencies to execute the prompt receipt, processing and dispatching of alarms. Receive, process and dispatch Police, Fire, EMS and request mutual aid assistance when required. 2. Receive, process and dispatch appropriate response units for all Hot-work permit requests. 3. Update the telephonic recording for the automated Depot Operating Status message system. 4. Initiate and process all Information Technology services and/or support requests received after normal duty hours. 5. Initiate and process all facility work orders, equipment Service Orders and Information Technology services and/or support requests received after normal duty hours. 6. Receive telephone calls during and after normal TYAD business hours for general TYAD inquiries. 7. Update the Automatic Number Identification and Automatic Location Identification database for all TYAD phone relocated. 8. Conduct a test of essential communications equipment. 9. Administrative functions associated with these tasks (call processing data collection, reports, etc.). 10. Initiate and maintain GFE automated Fire Reporting program (Emergency Reporting). 11. Initiate and maintain police journal. 12. TYAD does intend on providing administrate space for on-site contract management. TYAD desires this supervisor be qualified and capable of filling in as a telecommincators as needed during periods of increased call volumes and/or break periods during normal business hours. 13. All incoming alarms shall be answered within fifteen (15) seconds ninety-five (95) percent of the time and within forty (40) seconds ninety-nine (99) percent of the time. 14. Process and dispatch all emergency alarms within sixty (60) seconds, ninety (90) percent of the time and within ninety (90) seconds, ninety-nine (99) percent of the time for all alarms requiring a Fire response. 15. Process and dispatch all emergency alarms within ninety (90) seconds, ninety (90) percent of the time and within ninety (90) seconds, ninety-nine (99) percent of the time for all alarms requiring an EMS response. 16. Capability to radio dispatch and answer other alarms received simultaneously if the situation arises. 17. Certifications: 1. Cardiopulmonary Resuscitation / Automated External Defibrillator certification (American Heart Association, American Red Cross or equivalent). 2. Emergency Medical Dispatch Certification 3. Hazardous Materials Awareness (HMA) Certification (Department of Defense (D0D), ProBoard or International Fire Service Accreditation Congress (IFSAC)). At the time of submission, HMA certification shall have been awarded within the previous twelve (12) calendar months or HMA refresher training certificates shall be provided. 4. National Incident Management System (NIMS) Incident Command System (ICS) training. a. ICS-100; - Introduction to the Incident Command. b. ICS-200; - ICS for Single Resources and Initial Action Incidents. c. ICS-700; - NIMS, An Introduction. ICS-800; - National Response Framework, An Introduction. 5. Public Safety Telecommunicator I & II certification (DOD, ProBoard or IFSAC). 6. Pennsylvania NCIC/CLEAN and Jnet Certification if already certified. Training shall be provided by the government for those not currently certified. Tobyhanna Army Depot (TYAD) requests information from potential sources to provide these services for a period of one year plus four additional option years. Draft scheduling and staffing plan, proving the ability to acquire personnel within the required timeframes, in possession of the unique skill sets required to perform the various tasks necessary to allow the accomplishment of mission requirements. Offeror must describe resources which provide the capability of recruiting and retaining qualified individual in the geographic area to perform the services and include methodologies, guidelines and process for determining total number of staffing to satisfy the requirements. d. Draft technical Approach: Offeror shall provide a description of demonstrated ability to meet the contract requirements for the overall project with complete address of every requirement. 4) Draft execution timeline from date from award to execution covering all deliverables and milestones. Responses should be received by 31 May 2018. Late submissions will not be accepted or considered after the stated timeframe.
