- NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Air Force Life Cycle Management Center, Cryptologic and Cyber Systems Contracting Division (AFLCMC/HNCK) hereby give s notice of intent to award a sole source Firm Fixed Price contract as implemented by the Federal Acquisition Regulation (FAR) 13.106- 1 (b), soliciting from a single source to satisfy agency requirements. AFLCMC/HNCK intends to award a sole source contract for software and hardware maintenance services to the Original Equipment Manufacturer (OEM), Keysight Technologies, Inc. (formerly Agilent Technologies, Inc.), 9780 S. Meridian Blvd, Englewood, CO 80112-5910. This proposed software and hardware service maintenance acquisition will include the following: 12-Months Software and Hardware Maintenance Services for the HP 3070 Series 3A, Module Test-head and HP i3070 Series 5, 4 Module Test System. The services being procured are inclusive of providing proprietary software updates subscription, license to use, 8x5 phone support, ICT Max-Cooperative 8x5 parts support agreement (with parts delivered next business day), on-site technical assistance as required, and calibration. The proposed acquisition is for items with NAICS Code 511210, Computer Services, which has a Small Business Size Standard of 750 pers. This action is for a five-year Requirements Contract (one 12-month Base Period and four 12-month Option Periods), to include a six-month extension of services option period. The anticipated contract type for this effort is a Firm Fixed Price (FFP). The Government intends to make an award by May 2018. The OEM is the only known source that meets the Government's requirement as it has proprietary rights for the Manufacture/Repair of the items. No technical data/drawings/Technical Orders are available. This is not a request for competitive proposals and no solicitation is available. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within five ( 5 ) days of this publication. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Point of Contacts: Estela D.
