Request for Information: United States Census Bureau (USCB) Data Collection Testing Software PROCUREMENT SENSITIVE I. DESCRIPTION This Request for Information (RFI) is issued as a part of market research to identify software capable of automating testing of data collection applications used at Census surveys. II. Background Census Bureau Analysts test data collection software used to capture survey responses. The testing verifies the software meets specifications and is intuitive to field representatives. The purpose of testing the software prior to its release to interviewers is to verify that the created application matches the dynamic specifications. Following requirement changes, the software must be re-tested. There is a need to identify all the errors as quickly as possible. Desired testing process: The data store contains test criteria from previous surveys and functional requirements. The data store generates the input data used to test the widest range of potential user scenarios. The goal being to test the widest range of potential combinations. The testing tool should be able to ingest the generated test data to populate the forms with the range of correct options. The tool will navigate through the range of all page options available. Our goal is to automate the pre and post-testing of data collection software to reduce the testing time and effort, cost, and quickly identify errors. III. CAPABILITY STATEMENTS Interested, qualified vendors shall demonstrate the following capabilities: *Ability to mimic user interactions with survey interface and store for repeated use. *Ability to modify stored screen interactions. *Ability to feed input data into software, which becomes the source for interactions with screen. *Populate screen based on page the software is on. *Require minimal to no coding. *Ability to compartmentalize interactions into small pieces to reduce the level of effort when the survey is modified. *Ability to visually arrange and link compartmentalized components. *Ability to change to applications other than survey software then return to survey to input content. *Navigate and populate the page based on the data source. *Process is easy to maintain into future years and flexible to changes in question specifications. *Capture interactions with screen visually and replay. *Ability to change compartmentalized pieces based on source input. *Should be easy to support and extend. *The software should be compatible with ANSI standard data storage products, including but not limited to ORACLE RDBMS, MS SQL Server RDBMS, MS Excel, CSV. *Met NIST-based Federal security standards. *Able to function optimally using the maximum hardware requirements listed below for a Windows-based workstation.  Up to 16 GB RAM on Quad-Core CPU  Up to 20 GB of usable space on workstation IV. Questions 1.Describe your experience in meeting the above capabilities for federal agencies, providing specific examples. 2.What are your top five risks for providing this product to the Census Bureau? 3.What assumptions did you have to make in responding to this RFI because the Government did not include in the needed information in Section II. Respondents are required to limit their responses to 10 pages and should refrain from providing materials that are not relevant to this request. HOW TO RESPOND: Interested vendors that are capable of providing the services must submit their capability statements and responses to the provided questions to paul.w.boesch@census.gov and matthew.s.gore@census.gov no later than 12:00pm (EST), May 17, 2018. All submitted responses must include your company DUNS number, business size, and information about any available Federal contracts/schedules, GWACs, Interagency Agreements, etc. that may be used to acquire your products or services. Vendor responses must be submitted as a Microsoft Word or Adobe PDF-compatible attachment and shall not exceed ten (10) pages (8.5" x 11", 12-pitch font size). V. DISCLAIMER AND IMPORTANT NOTES Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government may contact individual respondents for additional follow-up exchanges or to request additional information. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published. VI. CONFIDENTIALITY No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
