- System Requirements REQUEST FOR INFORMATION Counter Radio-Controlled Improvised Explosive Device Electronic Warfare - Situational Awareness Tool (CREW-SAT) Notice Type: Request for Information Solicitation Number: N00174-18-SN-0018 Posted Date: 10 May 2018 Response Date: 11 June 2018 Classification Code: A - Research & Development Contracting Office Address N00174 Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division, 4081 North Jackson Street, Indian Head, MD THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. Description: The Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD), Indian Head, Maryland is requesting information for the purpose of conducting a Technology Readiness Level assessment. The focus is on equipment, tools, procedures, and/or methods for an arm/wrist wearable radio frequency (RF) receiving device for monitoring CREW transceivers. From here forth, the equipment, tools, techniques, procedures, methods or combination thereof shall be referred to as the "CREW-SAT". The CREW-SAT shall provide the operator a way to monitor the desired CREW systems for faults, battery power, and a detrimental variation in received RF energy as the user attends to missions involving CREW systems. The mission requires each on-site team member operating in the immediate vicinity of CREW systems to have the ability to receive selectable CREW system status for situational awareness throughout the mission. This need applies to dismounted patrols while operating with teams that have CREW systems. This RFI solicits vendors' information on commercially available technology that could be directly applied, or readily integrated to meet requirements. Submissions should fully explain technological features, capabilities, and performance as specified in the Technical Description Format and the requirements matrix attached. Commercial, non-developmental, and developmental systems may be included in the information provided. If vendor does not have current solution but has a concept that could meet requirements, submit the concept to include the strategy, risks and challenges it would take to meet requirements. The Government is also interested in the state of technology for related systems in development, and for systems that do not meet or have not been tested for all requirements. Non-developmental systems are preferred, but developmental systems which can be available within approximately 2 years from this RFI publication date are also of interest. Submissions: Information may be provided in the form of white papers, test reports, PowerPoint presentations, brochures, and specifications sheets. Replies must be received no later than 12:00 PM EDT, 11 June, 2018. Please include the RFI number in the email subject line. Each submission must include a cover page. The cover page should include the business name, cage code, DUNS number, business size, RFI number, unique title, technology area(s), names, addresses, telephone numbers, and email addresses of technical/business points of contact. Technical Description Format All interested sources shall respond by providing capability statements outlining technical specifications and a technical summary. The capability statement shall include the following information: 1. System. Name and model. 2. System picture, diagram, or line drawing. An image, or notional image of the system, preferably a view that gives a fair representation of the system size. 3. Technology. Provide a brief description of the technology used by this product consisting of the technology title and ten or fewer descriptive sentences. 4. System Parameters: Provide specifics on how the system meets the parameters identified below. 5. Describe the system's effectiveness and the expected end result (i.e. frequency of operation, receive sensitivity, etc.) against CREW systems. Include information indicating expected operational performance in indicated environments. 6. Limitations/Hazards/Special Requirements: State any special limitations, hazards and/or special requirements such as power sources or operating temperatures and their respective characteristics. 7. Special Features/Capabilities: Summarize any special features or capabilities not contained herein that improve the overall ability of the system to meet performance or operational requirements. 8. Narrative of System Employment Concepts. Include the conceptual mechanism by which the system accomplishes its functions and detailed employment of techniques/methods. 9. Include vendor assessment of Technology Readiness Level of system. System Requirements The system requirements are provided as guidance only and represent the thresholds and objectives associated with each requirement as currently envisioned by the government. The requirements provided do not necessarily represent all minimally acceptable capabilities. To the extent possible, submissions should address each requirement separately and indicate whether the threshold or objective can be met.
