- Intent of Sole Source The Broadcasting Board of Governors (BBG), Office of Management Services, Office of Contracts located at 330 Independence Ave, SW., Washington, D.C. 20237, intends to negotiate and award a sole source contract to Hi-Tech Broadcasting Inc., Shirly Trust Company limited, 90 Main Street, P.O. Box 3098, Road Town, Tottola, Territory of the British Virgin Islands. The Contractor is currently providing the services that this action covers. The Contractor will operate 6 FM Stations in Lebanon. The Stations are Belt Mery, Terbol Bekaa, Jabal Safl, Bosite, Deir Al Achayer and Al Qubyyaz, Lebanon. The Contractor possesses the capabilities to provide the services necessary for BBG to accomplish twenty four (24) hours of uninterrupted broadcast services. The period of performance on this contract will be June 1, 2018 through November 30, 2018. The Statutory Authority Permitting other than full and open competition that is applicable to this procurement is 10 U.S.C. 3304(c)(1) or 41 U.S.C. 3304(a)(1) which Is implemented at FAR 6.302-1 as follows: "When the supplies or services required by the agency are available from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for Lebanon." The nature of the proposed sole source award requires these unique services and supplies to be provided by Hi Tech Broadcasting, Inc. in order for BBG to continue the 24-hour Uninterruupted BBG Broadcasts to Lebanon. The Contractor operates and maintains the United States Government funded FM Broadcast equipment, performs routine preventive and emergency maintenance as required to maintain a 24-hour daily broadcast at the rated/licensed power. Contractor also performs routine and emergency service as required to restore broadcast systems rated/licensed power, installs replacement equipment from spare stock and monitors the FM Network on a daily bases. Any attempt to relocate the transmission equipment to another site or to use another Contractor would result in an interruption of broadcast mission and there would be considerable cost to the Government. BBG could not identify any additional potential sources beyond Hi Tech Broadcasting, Inc. to meet BBG's requirement. It has been determined that Hi Tech is the only known Contractor to BBG who is capable of and authorized to continue the uninterrupted 24 hour broadcast services. This notice of Intent is not a request for competitive price proposals. Interested firms must submit a written response that demonstrates their ability to provide the above. Also, interested firms must state how they would fulfill the requirement above and include appropriate documentation describing the number of years they have provided such services. The written response received from interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information. The written response must be submitted to Cynthia C. Sugg, Contract Specialist, by May 24, 2018, 2:00 p.m. Eastern Standard Time via email at ccsugg@bbg.gov. All attachments must be sent in "PDF Format" and include the solicitation number in the subject line. Please note the total size of all attachments must not exceed 23MB. Telephone or faxed responses are not acceptable and will not be considered. Any questions regarding this Notice of Intent shall be in writing and submitted to Cynthia C. Sugg, Contract Specialist via e-mail to ccsugg@bbg.gov and must include the solicitation number in the subject line. Any determination to compete or not compete this proposed contract is solely within the discretion of the Government. This Public Notice is not a RFP, IFB or RFQ.
