Description
Justification and Approval Notification of Sole Source Procurement: In accordance with 10 U.S.C. 2304 (c)(1) the Government intends to limit sources to Butt Construction Co. To ensure that the customer receives timely certification as well as a system warranty from Butt Construction, the design and installation work needs to be obtained from Butt Construction Co. Inc. and no other source will satisfy this need. Work is currently being performed by Butt Construction Co. Inc. on the elevators at DFAS Columbus changing over the control panels under the original task order, W912QR-15-D-0002-0012. It was discovered during the installation that the required wiring for code requirements (Shunt Trip and Flashing Hat) are not present and need to be constructed in the building. When we requested a modification from the contractor, they included design costs in the modification. This is a design-bid-build task order and design was not included, hence the need for an out of scope modification to incorporate the changes required to meet the building safety codes. Shunt Trips is a safety device that trips the circuit when water or smoke are detected in the mechanical room or elevator shaft to ensure that people do not get stuck in an elevator in case of fire (Code Requirement). Flashing Hat is also a code requirement that warns firemen there is fire or smoke in the elevator shaft or mechanical room and not to use the elevator. We will need these issues resolved in order to pass the final elevator inspection and get the elevator a final certificate. All responsible sources may submit a proposal which shall be considered by the agency. A proposal must be submitted no later than 04:00 PM EST on 24 May 2018 to Justin.K.Bennett@usace.army.mil.
