Description
The CEC Program concept is designed to ensure that the industrial base is prepared to respond to the Services' increased needs in support of contingency operations. To maximize overall coverage of the required items and to ensure availability in support of contingency operations, multiple contract awards for items in the same product line will be made. The Government reserves the right to make one or more award(s). The Government also reserves the right not to make an award for any of the solicited product line items and not to award any of the quantity solicited for coverage, as is determined to be in the Government's best interest. If an entire product line item or part of a product line item quantity is not awarded, the Government reserves the right to pursue other contracting venues to obtain product line item coverage. The intent of the program is to buy access to material by partnering with industry instead of purchasing material and storing it in Government warehouses, thereby losing out on technological changes and experiencing losses due to shelf life expiration and obsolescence. Contract Period: The award document incorporates solicitation # SPE2D0-15-R-0002 and Amendment 0001, Cera Products, Inc's proposal dated November 17, 2017 DLA Troop Support Final Proposal Request letter dated March 7, 2018, and all discussion correspondence (i.e., letter and electronic email). The terms in this award document are the result of the negotiations of the parties and to any extent that the offeror's proposal or any proposal revision contains terms that conflict with the terms in this award document, the terms of this award document control. This acquisition is being procured using FAR Part 16.5 and the solicitation will result in an Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract, with Economic Price Adjustment (EPA) clauses. By issuance of this contract, 10 product line items are hereby awarded to Cera Products, Inc. The base period of the contract shall begin on the contract award date. Contract Term: This contract consists of one (1) base period, with the option to extend the contract for each of nine (9) option periods. The maximum duration of this contract is ten (10) years or 120 months, assuming all option periods are exercised. Option Periods: This contract shall consist of one (1) base period with the option to extend the contract for each of nine (9) term option periods. The Government reserves the right to exercise one or more options cited under contract line items 0001-9003. The base year shall begin on April 25, 2018 and will be a period of twelve (12) months. The beginning of the resultant first and all subsequent option periods will be effective beginning the first day after the expiration of the previous performance period. The performance period for option year nine (9) will be for a period of ten (10) months. The contract base and option periods are as follows: Base Year: May 1, 2018 to April 30, 2019 Option Year 1: May 1, 2019 to April 30, 2020 Option Year 2: May 1, 2020 to April 30, 2021 Option Year 3: May 1, 2021 to April 30, 2022 Option Year 4: May 1, 2022 to April 30, 2023 Option Year 5: May 1, 2023 to April 30, 2024 Option Year 6: May 1, 2024 to April 30, 2025 Option Year 7: May 1, 2025 to April 30, 2026 Option Year 8: May 1, 2026 to April 30, 2027 Option Year 9: May 1, 2027 to April 30, 2028 Covered Products: The contractor shall provide all product line items in the attached spreadsheet at a price no greater than the lesser of DAPA Contract Prices. (Product line items = 0001 through 0010) Contract Dollar Values: Guaranteed Minimum Contract Dollar Value: $500 (14 Month Base Period Fees) Contract Maximum Dollar Value: $3,795,514.96 (Base Period and Options 1 through 9)
