Description
Notice of Intent to Sole Source - Hydrocodone and Hydromorphone Immunoassay Reagent Kits The Naval Medical Logistics Command (NMLC) intends to establish a firm fixed price requirements contract on a sole source basis (IAW FAR 13.501(a)) with the Microgenics Corporation, 46500 Fremont Data Road, Fremont, California 94538, as the only source that can provide Hydrocodone and Hydromorphone Reagent Kits to the Department of Defense (DoD) Drug Demand Reduction Program (DDRP) Laboratories. The laboratories include: Navy Drug Screening Laboratory (NDSL) Great Lakes, Illinois; NDSL Jacksonville, Florida; Army Forensic Toxicology Drug Testing Laboratory (AFTDTL) Fort Meade, Maryland; AFTDTL Tripler Army Medical Center (AMC), Hawaii; Headquarters Air Force Drug Testing Laboratory (HQ AFDTL) Lackland Air Force Base, Texas; and Armed Forces Medical Examiner System (AFMES) Dover Air Force Base (AFB), Delaware. The Department of Defense (DoD) Drug Demand Reduction Program (DDRP) has a requirement for hydrocodone and hydromorphone immunoassay reagent kits for use with the currently installed Beckman Coulter AU5800 series systems. The immunoassay procedure is limited to a two reagent assay procedure. When using the vendor's recommended calibrator at a concentration of 300 ng/mL, the testing reagent shall be used to detect in urine the select opiates (hydrocodone and hydromorphone) when present individually or in combination at a urine concentration equal to or greater than 300 ng/mL. The reagent kits manufactured by Microgenics Corporation meet the proficiency test, and thus meet the minimum requirements. Only reagent kits manufactured by Microgenics meet the minimum requirements of the Government. Microgenics is the only source that produces satisfactory kits and no other supplies or services will satisfy agency requirements. The proposed requirements contract will have the following period of performance: Base Period: FY18-FY19 Option Period 01: FY19-FY20 Option Period 02: FY20-FY21 Option Period 03: FY21-FY22 Option Period 04: FY22-FY23 This acquisition is being conducted in accordance with FAR Part 12 and FAR 13.501(a). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325413 with a Small Business Size Standard of 1,250. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same service. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
