See attached Draft Statement of Work (SOW). The VA intends enter into a contract with Remote-Learner to provide Moodle Hosting and Support e-learning software for health informatics training courses for VHA staff. This acquisition is highly specialized in that the Moodle-based Learning Management System (LMS) content is currently hosted by Remote-Learner and professional certification courses are currently in progress that must not be disrupted by a change in the hosting service vendor. Although there are other Moodle-certified Partner vendors capable of hosting Moodle-based LMS content (Moodlerooms, Inc., A2 Hosting, iPage.com, InMotion Hosting and Siteground.com), the process of transitioning ongoing, live course content requires numerous, complex actions and entails unacceptable risks (qualified hosting vendor, disruption of service, transfer of content and connectivity, etc.). The NAICS code for this procurement is 519130. This notice of intent is not a request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before May 18th, 2017 at 10:00 AM ET by email to Lamonte.Jones@va.gov, with a carbon copy (CC) to Kaylan.grove@va.gov.
