Description

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed Price contract to Alan Wall. Under the authority of USC 2304(c)(1) pursuant to FAR 6.202-1(a)(2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The qualifications for this position are unique in that they require a combination of professional education, joint and naval warfare operational experience, familiarity with the Naval War College (NWC) missions and functions, and experience and competence in teaching the NWC curriculum at the graduate level using the NWC methodology. This acquisition is being solicited on an unrestricted basis. The NAICS code is 611710 with a small business standard of $15M. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued. Interested persons may identify their interest and capability by responding to the requirement through email submission to Jason Hewitt (Jason.hewitt@usnwc.edu) no later than 05:00 PM Eastern, 23 May 2018. If no responses are received by the above referenced date/time a sole source contract will be awarded to Alan Wall. The award date is estimated to be no later than 24 May 2018.
