- This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued in conjunction with FAR PART 13.106 and FAR 13.5 Simplified Procedures for Certain Commercial Items. The solicitation number is FDA_18-233-1198617. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97, January 24, 2018. The associated North American Industry Classification System (NAICS) Code is- 334516 - Analytical Laboratory Instrument Manufacturing; with a Small Business Size in number of employees 1,000. This requirement is set aside for small business. Requirement The U.S. Food and Drug Administration (FDA), Center for Biologics Evaluation and Research (CBER), Plasma Derivatives Branch (PDB) requires a Nanoparticle Analyzer. Background/Statement of Need Intravenous Immune Globulin (IGIV) contains Immunoglobulin G (IgG) purified from thousands of donor plasma units. IGIV infusion is commonly associated with immediate Adverse Events (AE's), such as fever, chills, back pain, and nausea. Allergic-type reactions have also been seen with IGIV infusions. The precise etiology of these events is uncertain, but has been linked in small case studies to increased serum levels of cytokines. Hypothesized causes of cytokine release include presence of trace amounts of bacterial constituents such as Lipopolysaccharide (LPS), impurities, or intrinsic characteristics of the immune globulin preparations, including aggregated protein. The Nanoparticle Analyzer will be an additional method for examining the presence of protein aggregates in regulated products and investigational material, and will assist in understanding the role of protein aggregates in infusion-associated reactions. The FDA is also developing protein aggregate standards which will be used as a control in a cytokine release assay exploring infusion-related reactions. The standard will also be used to understand the role of aggregate size in various immunoassays, such as immune complexes. The Nanoparticle Analyzer will be used to characterize the protein aggregate standard and to qualify additional batches of standard. (d) Comptroller General Examination of Record. (2) The prohibition in paragraph (u)(1) of this provision does not contravene requirements applicable to Standard Form 312 (Classified Information Nondisclosure Agreement), Form 4414 (Sensitive Compartmented Information Nondisclosure Agreement), or any other form issued by a Federal department or agency governing the nondisclosure of classified information. (3) Representation. By submission of its offer, the Offeror represents that it will not require its employees or subcontractors to sign or comply with internal confidentiality agreements or statements prohibiting or otherwise restricting such employees or subcontractors from lawfully reporting waste, fraud, or abuse related to the performance of a Government contract to a designated investigative or law enforcement representative of a Federal department or agency authorized to receive such information (e.g., agency Office of the Inspector General). It is the offeror's responsibility to monitor the internet site for the release of an amendment to the combined synopsis/solicitation (if any).
