- Description
- The proposed contract action is for law enforcement services which the US Army Corps of Engineers (USACE), San Francisco District intends to solicit with Sonoma County Sheriff's Department under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to this requirement. This notice of intent is not a request for quotes; however, all information received after date of publication of this synopsis may be considered by the Government. Interested county, city or town police departments within the jurisdiction of Lake Sonoma shall respond to this notice by providing the following information: 1. Organization Name. 2. Address. 3. Point of Contact for information with telephone number and email address. 4. Cage Code, and 5. Capabilities information/statement showing that the organization has the ability and jurisdiction to fulfill the Government requirement. The contractor must be able to comply with all requirements described herein to be considered capable. Description of Services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform law enforcement services at Lake Sonoma. The scope of this contract includes law enforcement patrol services; both vehicle and boat patrol when crimes most likely occur (i.e weekends, holidays and surrounding dates), emergency response outside of the normal patrol times when necessary, maintaining communication with USACE personnel concerning law enforcement activities. The Contractor shall provide the enforcement of civil and criminal laws of the State of California in accordance with the duties described and to the standards in the Performance Work Statement (PWS). The Contractor shall immediately notify the Park Manager of any serious incidents reported or encountered within the bounds of, or potentially involving, USACE property or project visitors. This notification may be either in person, by telephone or by radio. Serious incidents include those which jeopardize public safety or health, transportation, fatalities or damage to either private or USACE leased property. Provide a daily patrol log for each patrol officer and report all law enforcement actions. Period of Performance: The period of performance shall be from May 24, 2018 thru September 30, 2018. The NAICS code for this requirement is 922120. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests for a copy of the solicitation will not be honored. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. All responses received will be considered. If no affirmative written response is received, the service contract will be awarded without further notice. A determination by the Government not to compete this proposed service contract is based on the authorities necessary to provide law enforcement services in Lake Sonoma, California. Award of this service contract will be based upon the possible responses to this notice, and is solely within the discretion of the Government.
