- Solicitation # HHSN-NIH-CCOPC-SBSS-18-010284 This is a Small business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources:(2) whether there are small businesses, HUBZONE small businesses, service disabled veteran-owned small businesses or (8a) small businesses, veteran- owned small business, woman-owned small businesses or small disadvantaged businesses veteran owned small businesses; woman owned businesses, or small disadvantaged businesses and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable code should not submit a response to this notice. Background Information The subject contract shall cover preventive maintenance, support and emergency servicing for the liquid nitrogen freezers located in the Cell Processing Section of the Department of Transfusion of the Clinical Center at NIH. The preventive maintenance is required to compliance with manufacturer and FDA 21 CFR 211.67. The LN2 freezers are used to store patient products. Per (AABB) regulation, patient related products must be stored for at least 10 years for possible further testing. Liquid nitrogen, to date, is the worldwide method used for long term storage (freezing) of biologics for clinical applications. Included in this service agreement will be one or more regular preventive maintenance visits, emergency service, and support for each listed devices. Purpose/Duties The contractor shall be responsible for, independently, and not as an agent of the government, the contractor shall provide all necessary personnel, supplies, materials and services to provide required technical support and expertise for on-site preventive maintenance, inspection, certification and repair of Government owned instruments and equipment identified herein. The service will be scheduled by a qualified representative and 30 days in advance of the scheduled due date. I. Scope of Work Perform two preventive maintenance per contract term for the control rate freezers; dry shippers and data loggers. - The Service Report shall also include, but not limited to the following: - Perform service per manufacturer's operating and maintenance manual shall include, but not limited to the following:  Performance assurance checks for external, internal, wiring and cable conditions  Functionality and safety checks  Door switch and heathers checks  Fan module and fan belt checks  Electronics and battery checks and replacement as need  Solenoid valve and relief valve  Cleaning and greasing of mechanical parts  Calibration and Test run on the CRF, LN2 freezer and dry shipper  Replace the portable PDF Data Loggers for dry shipper. The data logger must meet the specification below: - Temperature range -200°C to +200°C - Multiple use version, last at least 1 year - Fit in stainless steel bracket on the dry shipper - Automatic PDF generator built-in - Able to record 16,000 temperature data points - Accuracy ± 0.2°C - Large, multifunctional LCD display - Alarm: 2 limit values or 5 alarm/time ranges - Alarm indicator - Come with certificate of calibration Location: The device delivery location - National Institute of Health, Clinical Center bldg. 10-3C720 Department of Transfusion Medicine. Capability Statement is to include: Information regarding respondents; (a), including their availability, experience and informal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts; references, and other related information: • Respondents, DUNS number, organization name, address, point of contract, and size and type of business (e.g.8(a), HUBZone, etc) pursuant to the applicable NAICS code; • Respondents; technical and administrative points of contract including names, titles addresses, telephone and fax numbers and email addresses; • Respondents must respond to this notice by May 16, 2018 at 12:00 pm Est DISCLAIMER AND IMPORTANT NOTICES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. After review of the responses received, a pre-solicitation synopsis and solicitation maybe published in Federal Business Opportunities.
