- Attachment 1 - Statement of Work Proposed Contract Action: Notice of intent to issue award without competition. Contractor: Washington Nationals Stadium, LLC The Pipeline and Hazardous Material Safety Administration (PHMSA) intends to issue a purchase order on a sole source basis to the Washington Nationals Stadium, LLC. The work is to produce and display 811 educational signage at Washington Nationals Stadium, LLC on the Home Plate Pad and through the digital media network. The work also includes activation space at Washington Nationals Stadium, LLC for PHMSA outreach to attendees, and the ceremonial first pitch at one game. Work will also include the monitoring and reporting results of the effort. The order will be issued using other than full and open competition procedures in accordance FAR 6.3 and 41 U.S.C. 3304(a)(1) [formerly 41 U.S.C. 253 (c)(1), only one responsible source and no other supplies or services will satisfy agency requirements. This notice is does not constitute a request for proposal, or a commitment on the part of the government to issue a solicitation for the services identified below. Offerors are advised the government will not pay for information submitted in response to this request for qualifications, nor will it compensate offerors for any costs incurred in the development/submission of its qualifications package. Should there be an entity which performs similar services in nature, they should contact Mr. Fazal Mirza by 3:00pm ET on May 21, 2018 or via email at: fazal.mirza@dot.gov, phone calls are unacceptable. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. A determination not to compete this proposed action based on any response to this notice is solely within the discretion of the contracting officer. For details see Attachment 1 – Statement of Work. This is a Public Announcement in accordance with Federal Acquisition Regulations (FAR) Part 5.2. The Department of Transportation (DOT), Pipeline and Hazardous Material Safety Administration (PHMSA) intends to issue an award on the sole sources bases for this requirement.
