Pre-Solicitation No. 5CO0483 April 17, 2018 A.Statement of Requirements The initial tenant for this acquisition will be the Internal Revenue Service (IRS) and Treasury Inspector General for Tax Administration (TIGTA). The Government seeks a lease for space meeting the following requirements: City, State:Denver, Colorado Delineated Area:North: South Platte River to Park Avenue West; East: Park Avenue West to Broadway to 20th Street to Grant Street; South: 6th Avenue; West: Speer Boulevard to South Platte River, including Denver CBD. Minimum Sq. Ft. (ABOA):106,000 Maximum Sq. Ft. (ABOA):108,062 Maximum Sq. Ft. (RSF)125,000 Space Type:Office and related Parking Spaces (Total):44 Reserved Parking Spaces (Surface, on-site):44 Parking Spaces (Structured):0 Parking Spaces (Reserved):0 Full Term:20 years Firm Term:10 years firm Option Term:Two, 5-year firm options Additional Requirements:To be stated in the Request for Lease Proposal (RLP) Public contact functions should be located on the first floor, wherever possible, and must be physically separated from other IRS employee office space. Adjacency between the groups shown below is desirable. Public contact functions include: •Taxpayer Assistance Center - 5,369 SF •Interview Rooms - 576 SF •Office Audit (Tax Compliance Officers) - 2,638 SF •Taxpayer Advocate Services - 5,658 SF If space is not available on the first floor, then the Taxpayer Assistance Center must be located near an elevator lobby, where the entry is plainly visible to visitors. Non public facing suites are as follows: Criminal Investigation (9,808 SF) and TIGTA (2,920 SF) and can be separated from the remaining space and located on separate floors. Individual spaces cannot be split by a public corridor. A fully serviced lease is required. 1.Offered space shall meet all Government requirements including, but not limited to, Fire & Life Safety, ABBAS, seismic, and sustainability standards per the terms of the Lease. 2.Offered space shall not be located within a 100 year flood plain. 3.Offered space shall be within boundaries identified above and on an attached map. Properties which front directly upon the stated boundaries shall also be considered. 4.In compliance with the National Historic Preservation Act and E.O. 13006, when operationally appropriate and economically prudent, the Government will consider historic buildings and sites within historic districts. Demolition of historic buildings in anticipation of Government use may disqualify an Offeror from consideration. Additional information is available by visiting www.gsa.gov/historicpreservation. B. Expressions of Interest GSA shall contact any respondent directly for additional information if necessary. It is suggested a single POC for the offering entity be identified and designated to receive, distribute, and reply to all future correspondence with GSA. Email responses are encouraged.
