- Combined Synopsis/Solicitation An intensive Phase I cultural resources assessment will be conducted by the contractor to aid in the agency's compliance with Section 106 of the National Historic Preservation Act (NHPA) (16 U.S.C. §470) and its implementing regulations (36 C.F.R. Part 800). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the cultural resources survey in the WRE study areas as defined in the Statement of Work, except for those items specified as government furnished property and services. The contractor shall perform to the standards in the resultant contract. The intent of the WRE project is to enhance and restore wildlife habitat by restoring wetlands with the removal of exotic vegetation and restore historic wetland hydrology. As part of the WRE project, various structural and vegetative practices will be implemented, depending on the project scale as well as benchmark and planned future conditions. No project plan is presently available for review; therefore, the contractor is not required to assess potential effects to historic properties. The Phase I cultural resources assessment is intended to identify and evaluate cultural resources and historic properties within the study areas for consideration during development of restoration plans, and during subsequent stages of compliance with the NHPA, including determination of effects and consultation. The goal of the Phase I cultural resources assessment under the resultant contract is to locate, record, establish vertical and horizontal site boundaries as appropriate, and evaluate the significance and eligibility of cultural resources (archaeological sites and other types of historic resources) identified within the WRE study areas for listing in the National Register of Historic Places (NRHP). The results of the investigations will be important in developing restoration plans and assessing the potential effects of the WRP project to cultural resources within the project areas and surrounding environments.
