Questions and Answers from previously expired solicitation W91SMC-18-Q-6004 - Lightning Detection System (i) This is a resolicitation of W91SMC-18-Q-6004. Contractors that have submitted a quote under this solicitation will need to resubmit a new quote with this solicitation number, W91SMC-18-Q-6011. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. PLEASE READ: This effort is a high priority requirement in support of the National Guard. Funds are not presently available to make an award. If funds become available for award, and prices are deemed fair and reasonable, it is the Government's intent to make an award. This is not a commitment of funds or contract award. All quotes provided shall be marked "Quote current until 30 September 2018." (ii) This solicitation, W91SMC-18-Q-6011 is being issued as a Request for Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-97, effective 06 November 2017 and updated with Class Deviation 2018-00007. (iv) This procurement is small business set-aside. The associated North American Industry Classification System (NAICS) code is 334519 and the small business size standard is 500 Employees. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. (v) Commercial Item Descriptions: Line Item 001 - Lightning Detection System - Quantity: 1; Strike Guard Lightning Sensor/ Lightning Data Receiver includes 30 meter fiber-optic cable, tripod with mounting hardware and simulator software, Includes minimum of 1 year standard warranty; An "or equal" system must not be hand held, have a 20 mile minimum detection range, immune to false alarms from aircraft and hand held radio frequencies, automatic self-test capability, dual connections via fiber optics and wireless capability, lightning protection for all system parts, enclosure shall meet NEMA (National Electrical Manufacturer's Association) 4X specifications, 4 year minimum warranty on any lithium batteries, operate at 115VAC/ 60HZ. The contractor must note whether additional quantities will be required to successfully function. An online service will be considered equal only if there is a physical lightning sensor at 2416 S. Falcon Blvd, Peoria, IL; Manufacturer: WXLine, Part No. SG001 and SFC-60 or equal. Line Item 002 - Quantity: 1; PC Based Display Software that includes Strike Guard RS-232 to Fiber Optic Converter, 10 meter fiber-optic cable, LAN ready with email notification and installation thumb drive. Manufacturer WXLine, Part No. SG002 or equal. Line Item 003 - Quantity: 1; Lightning Protection Bulkhead - Fully enclosed cabinet that includes: bonding plate, WAVE antenna surge arresters, Strikeguard to WAVE interface protection, AC surge arrester, and grounding. Manufacturer: WXLine, Part No WxEIB-1 or equal. Line Item 004 - Quantity: 1; Alarm Reset Strike View Synchronization Module for connection between PC and Data Receiver. Manufacturer: WXLine, Part No. SYNC or equal. Line Item 005 - Quantity: 1; Panel Mount PC, Industrial touch screen flat panel PC. Includes Strike View Server for Linux, Ethernet connection. Manufacturer: WXLine, Part No. WxEIB-PC or equal. Line Item 006 - Quantity: 1; UPS System, to accommodate WxEIB with WxEIB-PC. Part No WX-UPS or equal. Line Item 007 - Quantity: 1; Multi-function, Dual Remote Siren Station, Includes two 120-degree direction horns, radio receiver, solar power supply with rechargeable battery back-up, and antenna with quick connects. Line Item 008 - Quantity: 1; Siren Station Strobe Light. Part No. STROBE-SS or equal. Line Item 009 - Quantity: 1; Siren Station Solar Panel; includes 55 watt minimum photovoltaic panel with mounting hardware. Part No. SOLAR-SS or equal. Line Item 010 - Quantity: 1; Shipping and Installation. (vi) GOVERNMENT INTENDS TO ISSUE ONE (1) CONTRACT BUT RESERVES THE RIGHT TO CONSIDER PARTIAL OR MULTIPLE AWARDS. If not already registered in SAM, go to WWW.SAM.GOV to register prior to submitting quote. The award will be made via lowest price technically acceptable with the technical factors being those listed as an "or equal" system within paragraph (v) Line Item 001. (vii) The products are to be delivered no later than 60 days ARO to 2416 S. Falcon Blvd, Peoria, IL 61607. The government prefers FOB Destination, but will accept FOB Origin as long as the estimated price is included for Line Item 0002 within the quote response. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, is applicable. (ix) The provision at 52.212-2, Evaluation -- Commercial Items, Alternate 1 is applicable. Basis for award is lowest price technically acceptable. The Government intends to make a single firm-fixed price award. (x) A successful offeror shall include a completed copy of the provision at 52.212-3 Alt-1, Offeror Representations and Certifications -- Commercial Items, with its offer and address the items listed within the addenda of this provision. (xi) The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition.
