- DESCRIPTION The Air Force Research Laboratory, Information Directorate, Rome NY (AFRL/RI) has a requirement to perform specialized software research, software development, integration, deployment, familiarization, testing, installation, maintenance, and lifecycle support activities. This effort will enable research, enhancement, and maintenance of Multi-Level Access (MLA) data, information, processes, and systems. MLA solutions are a type of Cross Domain (CD) system that provides authorized users the ability to securely access data from multiple security domains from a single client device, while protecting the security domains from unauthorized access or malicious attack. Concentration will be placed on enhancing a current MLA solution (SecureView), researching and developing new MLA technologies, and supporting these solutions to meet current and rapidly evolving intelligence needs of the Air Force (AF), Department of Defense (DoD), and Intelligence Community (IC). As MLA requirements continue to evolve, consistent and rapid research, development, enhancement, and sustainment of SecureView and new applications will be required. Focus areas include lifecycle functions and phases to include studies, analyses, designs, development, enhancements, integration management, configuration management, and testing of existing and new systems transitioning into an operational environment, software/hardware installation, certification and systems/network administration and operation. The effort will result in the availability of a scalable, certified MLA system to be utilized by the AF, DoD, and IC agencies for increased security across multiple domains, accredited for operation at different classification levels within high-security environments. Anticipated deliverables include software, hardware, technical documentation and technical reports. For the aforementioned requirements, the Government anticipates a single award Indefinite-Delivery, Indefinite-Quantity (ID/IQ) (Services) contract. Cost-Plus-Fixed-Fee Completion (CPFF/C) and Cost-Plus-Fixed-Fee Term (CPFF/T) Task Orders may be issued under this contract. The total ordering period for this contract will be sixty (60) months and the maximum contemplated ordering amount is anticipated to be approximately $93,600,000.00. The North American Industry Classification Systems (NAICS) code for this effort is 541511, with the small business standard being average annual receipts not exceeding $27.5M. At time of award, the successful Offeror must be able to provide approximately 20% of proposed personnel to be TS/SCI cleared and assigned at time of award and 40% within 90 days after award. During performance, the Contractor's continued ability to meet security requirements will be evaluated as part of the Government's quality assurance surveillance and communicated to the Contractor through periodic performance feedback reporting. It is anticipated that Foreign Allied Participation will be excluded at the prime contractor level. A technical library relating to the subject area of this acquisition will be made available and potential Offerors will first need to request access through AFRL/RI personnel. Full instructions and contact information will be provided at a later date, via FedBizOpps. For planning purposes, potential Offerors who wish to gain access to the source code will be required to sign a Non-Disclosure Agreement (NDA), as well as furnish a copy of their company's DD Form 2345 - Militarily Critical Technical Data Agreement along with a letter from their Data Custodian designated on that form authorizing access by whomever will be reviewing the library. Upon the Request for Proposal (RFP) closing date, those companies having access to the source code will be required to completely and entirely remove it from their systems and provide evidence of such to AFRL/RI personnel. Evaluation of the small business capability packages received in response to the previous Request For Information (RFI) announcement resulted in a determination that a small business set-aside could not be established. A Draft Request for Proposal (RFP) for this effort is anticipated to be released during the 2nd quarter of CY 2018. Potential offerors will be encouraged to review and comment on the Draft Request for Proposal, including the Performance Work Statement (PWS), and Sections L and M. A more specific date for Draft Request for Proposal release has not yet been determined. Continue to monitor the FedBizOpps link for this opportunity for updates in this regard. Offerors registering their name either on the FedBizOpps or with the Contract Specialist should not conclude that they will receive a paper copy of the solicitation in the mail. Paper copies will not be available. The solicitation and any amendments thereto will only be available by downloading the documents from the FedBizOpps. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services.
