Description
FAA CHILD CARE SUBSIDY PROGRAM In accordance with Federal Aviation Administration Acquisition Management System (AMS) Procurement Guidance 3.2.1.2 “ the purpose of this announcement is to conduct a Market Survey for the purpose of soliciting statements of interest and capabilities from interested vendors. This market survey also seeks to identify potential vendors for this contract including groups of business teams. This market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists among Small Business concerns 1. Introduction/Purpose The Federal Aviation Administration (FAA) has a requirement for the administration of the FAA childcare subsidy program. Congress enacted Public Law 107-67, Sec. 630, on November 12, 2001. This legislation permits Federal agencies to administer a program to assist their lower income Federal employees with the costs of childcare. The period of performance will be one (1) 12-month base year with four (4) 12-month option periods. The Federal Aviation Administration ™s Office of the Assistant Administrator (AHR), is conducting a Market Survey to: Inform the industry of the potential contract opportunity and solicit capability statements and other information from interested vendors capable of providing the services set forth in the potential Screening Information Request (SIR). Solicit statements of interest and capabilities from qualified and capable small businesses Obtain a Rough Order of Magnitude (ROM) estimation on the Administrative Fees charge for these services. 2. Background The Federal Aviation Administration, Office of the Assistant Administrator of Human Resources, Benefits and Work Life is responsible for oversight of the administration of the Agency ™s childcare subsidy program. Congress enacted Public Law 107-67, Sec. 630, on November 12, 2001. This legislation permits Federal agencies to administer a program to assist their lower income Federal employees with the costs of childcare. Childcare subsidy can reduce the amount of costs parents pay for childcare by providing subsidies directly to the childcare provider. To be eligible to participate, a childcare provider must be a family childcare home or childcare center licensed and/or regulated by the State and, where applicable, local authorities (i.e. the provider must meet all requirements of its particular jurisdiction) where the service is provided. Approximately 140 daycare institutions across the country are involved in the contract. The projected number of FAA employees that are eligible CCSP participants is based on past and current enrollment is 306. 3. Incumbent Contractor The incumbent for this requirement is: Administrative Services, INC., 8301 Professional LPL East, Hyattsville MD 20785. The current contract number is DTFAWA-14-C-00014. 4. Nature of Competition The Government has determined this requirement shall be a Small Business set- aside. It is anticipated that a Firm Fixed Priced type contract will be awarded as a result of this solicitation. The Government has determined this requirement shall be a Small Business set- aside. This market survey is conducted in an effort to obtain the information necessary to determine whether adequate competition exist to set-aside the competition among small businesses, services disabled veteran owned small business (SDVOSB), or 8(a) socially and economically disadvantaged businesses (SEDB). The Small Business Administration (SBA) must certify SEDB. The FAA will accept industry comments and capability responses from Small Business Concerns. The survey is limited to small businesses. This Market Survey announcement is not a SIR or a Request for Proposals (RFP) of any kind. This survey is for informational and planning purposes only. The FAA is not seeking or accepting unsolicited proposals. This notice should not be construed as a commitment of any type by the Government to take or not take any action. No evaluation letters or results will be issued to respondents. The Government will not reimburse any costs incurred by vendors in responding to this notice. 5. North American Industry Classification System (NAICS) Code The Principal North American Industry Classification System (NAICS) size standard code for this requirement is 541611, Administrative Management and General Management Consulting Services. The Small Business Administrative Size Standard is less than $15.M. 6. Submittal Requirements for Market Survey Respondents must be able to meet all requirements of this market survey in accordance with the Statement of Work Requirements. The Government will not consider incomplete responses. CAPABILITY STATEMENT (Limited to 3 pages) “ All Interested Parties shall provide a Capability Statement demonstrating their past performance experience to the requirements outline below in accordance to the Draft SOW. Completion of the following attachments (the package) are required with the submittal of the Vendor ™s information and response to this Market Survey: Capability Statement demonstrating their Past Performance experience relating to effectively managing a childcare subsidy program or similar requirement and the process in which the Vendor will use to maintain confidentiality of information contained in the applications received. Small Business Administration 8(a) Certification letter, if applicable Veterans Administration SDVOSB Certification, if applicable Cover letter Past Performance Questionnaires Certification/evidence of active Insurance in accordance with FAA AMS Clause: 3.4.1-12 Insurance EXPECTED PROGRAMMATIC APPROACH “ (Limited to 2 pages) such as in-house, teaming, subcontracting, etc. If respondent is an eligible 8(a) certified business or other small business, provide a strategy in terms of percentage of work to be completed by the 8(a) or small business respondent. 5. Market Survey Response Requirements The Government will accept questions related to this Market Survey. The deadline to submit questions is May 14, 2018, 2:00 pm EST. The Government will not respond to inquiries after this date and time. The Government will publish a singular public response to all questions that are received by the deadline. A complete Capability response package for this request (see section six above) must be provided with a cover letter on company letterhead. The Capability Statement is limited to five pages, Times New Roman at 12-point font. The Cover letter is not counted in the five-page limitation. All response submissions (the package) must be received via email no later than May 25, 2018, 2:00 p.m. EST. Late response packages will not be accepted. Incomplete response packages will not be considered. Please include an email Subject line for all emails: Market Survey- MARKET SURVEY- FAA CHILD CARE SUBSIDY PROGRAM. ADDITIONAL INFORMATION: This market survey is for informational purposes only and shall not be construed as a commitment or a promise to contract by the Government. All costs associated with the preparation or submission of responses is the responsibility of the potential source. The Government will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with the market survey submission is solely at the interested vendor ™s expense. The Government is not liable for costs associated with the preparation, submittal of inquiries or responses for this announcement and will not reimburse any firm for cost incurred in responding to this public announcement. Responses will not be returned. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists at this time.
