- This Sources Sought Notice is for market research purposes to identify interested firms for the potential requirement detailed below. The North American Industry Classification System (NAICS) code is 541380 (Testing Laboratories) and the small business size standard is $15 million. The Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. Within the next few years, USDA APHIS will be submitting a pesticide registration application to the US EPA under Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA; 7 USC 136) Section 3 for a product containing the unregistered active ingredient, sodium nitrite, for controlling feral swine. EPA has classified this pesticide product for feral swine as having a terrestrial food use pattern (40 CFR 158). All of the applicable data requirements listed in 40 CFR 158 for a terrestrial food use product application must be met and included in USDA APHIS' application before EPA will initiate a review. In order to provide the data required for EPA review, USDA APHIS WS National Wildlife Research Center in Fort Collins, CO is required to perform mandated studies on Sodium Nitrite. There are 4 different sodium nitrite studies that needs to be conducted: 1. Prenatal Developmental Toxicity Testing of Sodium Nitrite in Rats and Rabbits 2. Acute and 90-Day Neurotoxicity Testing of Sodium Nitrite - Rats 3. 28-Day Immunotoxicity Testing for Sodium Nitrite 4. In vitro Mammalian Chromosome Aberration Testing of Sodium Nitrite The government wishes to acquire services from interested labs who are able to perform the above testing/studies that are in compliance with EPA FIFRA GLP standards (40 CFR part 160) (2). The contract laboratory will be responsible for compliance with all EPA FIFRA GLP regulations. All laboratory testing of the test substance must be done in accordance with guidelines set forth in EPA Office of Prevention, Pesticides and Toxic Substances (OPPTS) series 870 - Health Effects Test Guidelines. If you are an interested vendor, please provide the following information: 1) Business name and point of contact; 2) DUNS number and CAGE code; 3) business size; and 4) a brief statement of Capability (1-2 page limit). Please submit your responses via EMIAL ONLY to Contracting Specialist, Kim Yen Tu, at Kimyen.N.Tu@aphis.usda.gov. The Government will not award a contract(s) based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government. Responses are due no later than May 23rd, 2018 at 2pm Central Time.
