- Request for Information Data Migration This is a Request for Information (RFI) only. Do not submit a proposal. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Task Execution Plan, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. It is requested that all companies interested in participating in this effort please note their interest and submit a capability statement demonstrating their ability to meet this requirement by providing technical details on how their company would provide these services, specifically addressing the questions outlined below. The page limit for RFI responses is 15 pages. Please note the business size for North American Industry Classification System (NAICS) Code and indicate if you are a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB). You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Department of Veteran Affairs (VA) Technology Acquisition Center (TAC) is seeking information concerning the availability of capable contractors to provide data migration services, maintenance and technical support for migrating data from the current deployed Fee Basis Claims System (FBCS) (26 sets of servers) into the existing dedicated and accredited centralized FBCS system located at the Austin Information Technical Center (AITC). FBCS is proprietary software and database structure which was developed and owned by DSS, Inc. All software and related data licensed under the current contract is Commercial Proprietary Restricted software and commercial technical data that was developed at DSS s expense is copyrighted, including modifications of the computer software, all rights reserved, and is licensed only for use in connection with the current contract. However, VA shall have unlimited rights to any and all data first produced at Government expense by DSS under the Contract or any previous contract or order in accordance with FAR 52.227-14. FBCS allows Fee Claims processing departments to manage and process claims in an electronic format, which improves the ability to keep track of claims in process and to identify duplicate and non-compliant claims. Currently there are 26 sets of FBCS servers across the nation, each with its own Microsoft SQL database server. These separate database servers are not connected to each other. The VA is currently working with the FBCS vendor to centralize FBCS in the AITC. Draft Data Migration Requirements The contractor shall provide the following: Data mapping between the current 26 separate database servers and the corresponding Image database, and the existing dedicated and accredited centralized database server. Proposed migration plan / with a proposed schedule Proposed testing plan and schedule for testing Proposed method to continuously update information from the 26 sets of servers to the centralized FBCS server. Current Status: The proprietary Fee Basis Claims System is currently used on 26 sets of servers. Each one of these servers has its own Microsoft SQL Database servers. Each DB Server contains all of the records created / modified / history since the server was stood up (some go back to 2009). AITC is transitioning to a centralized FBCS server configuration and will need to migrate all that data from the current decentralized system. The data will need to undergo data transformation to reflect the new data structure contained in the new centralized database. Additionally VA will need either services or scripts that will be used (ran) on a monthly basis to update the centralized systems with any changes to records or new records from the decentralized system until such time that the decentralized systems are decommissioned. Any Contract Vehicle of which you are a part of that can be used to acquire your solution as well the company business size and status for each vehicle as designated by the NAICS 541519 and the U.S. Small Business Administration (i.e. Large Business, Small Business, Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Women-Owned Small Business, Hub Zone Small Business, etc.).
