Description
The Department of Veterans Affairs is seeking interested sources for a requirement entitled: IT Storage Relocation. The performance location will be at the St. Cloud VAMC. The requirement consists of the following draft Statement of Work: St Cloud Minnesota (Station 656) Office of Information Technology (Midwest District 3) need to obtain a service contract that employs a project manager to coordinate the server move schedule, one senior Network Services Support specialist and two journeymen Network Services Secialists to move Cisco, Netapps and Dell storage servers approximately 400 feet from the current location (Bldg 108 St Cloud VAMC, St Cloud MN) to the newly constructed building (Bldg 4 St Cloud VAMC, St Cloud MN). PERFORMANCE DETAILS PERFORMANCE PERIOD The period of performance (PoP) shall not exceed five days from agreed upon start date for the contractor to move the servers to the new building. After contract award and 10 days after acceptance, the contractor will provide a move plan and delivered to the VA COR. Upon approval of the submitted schedule, the VA project Implementation Managre will contact the contractor to negotiate the specific timeline for on-site access to the building to re-locate the storage servers. Because the medical facility cannot sustain prolonged outages, there may be a time when work may be required to complete after normal work hours or on weekends. All additional times shall be approved by the Contracting Officer before any work is begun. Any work at the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). PLACE OF PERFORMANCE Tasks under this PWS shall be performed on-site at the VA Medical Center located at 4801 Veteran Drive St Cloud, MN. SPECIFIC TASKS AND DELIVERABLES The contractor shall provide the VA with a relocation plan within 10 days of award detailing the least amount of interruptions to the medical facility. The plan shall a a minimum identify: Pre-Move Planning Activities Equipment Move Day 2 Equipment Move day 3 Documentation Cable Labeling Test Plan The Contractor shall power off, de-cable, un-rack, move, rerack, re-cable and power on the identified storage servers, and place labels on the new cables and document labeling in a standard format. The contractor shall perform the activities in three days but not to exceed five days. The contractor will be responsible for any server configuration after move shoud it be required. Any further support issues will be attended to by the VA s existing support contract (via NetApp support ticketing) or ESL storage POC assigned to work with the contractor to complete the move. System Test Contractor shall test all serve connections Contractor shall validate with the on-site system administrator that all connections are re-established and VA applications are working properly Documentation Topological Diagram: The contractor will work with the storage administrator for the St Cloud VAMC storage system to provide a topological diagram of the storage servers location with the technology room and connectivity that shall include Sever: Name/Model/Serial Function- critical / non critical applications ( Information identified by VA Staff) Cable Color Connection Path Cable Color Code chart: Contractor shall work with the VA system administrator to ensure cable color code mirror current coding or to establish a standard straight through coding structre with no twisting to ensure simplicity and ease of access. REPORTING REQUIREMENTS The Contractor shall provide the COR with a daily Progress Report in electronic form via email and attend the daily scheduled meetings during the implementation.   The report shall provide an update on what has been accomplished, any issues impeding their progress, and what the contractor will complete based on their schedule implementation plan provided to the VA to ensure task completion as scheduled. The daily project huddle (discussion) shall cover all work completed during the reporting period and work planned for the subsequent reporting period.   The discussion shall identify any problems that arose that have not been resolved and a description of what assistance is needed to resolved.   If problems have not been completely resolved and no management involvement is requested, the Contractor shall provide an explanation including their plan and timeframe for resolving the issue. It is expected that the Contractor will keep in communication with VA accordingly so that issues that arise are transparent to both parties to prevent escalation of outstanding issues. Deliverable:   Daily Email to the COR on Progress and Issues GENERAL REQUIREMENTS ENTERPRISE AND IT FRAMEWORK ONE-VA TECHNICAL REFERENCE MODEL The Contractor shall support the VA enterprise management framework. In association with the framework, the Contractor shall comply with OI&T Technical Reference Model (One-VA TRM). One-VA TRM is one component within the overall Enterprise Architecture (EA) that establishes a common vocabulary and structure for describing the information technology used to develop, operate, and maintain enterprise applications. One-VA TRM includes the Standards Profile and Product List that collectively serves as a VA technology roadmap. Architecture, Strategy, and Design (ASD) has overall responsibility for the One-VA TRM.
