Description
THIS PROCUREMENT IS A 100% SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS (SDVOSB) FIRMS. The Department of Veterans Affairs, National Cemetery Administration (NCA) intends to solicit a firm-fixed price contract to provide Design-Build services necessary to Install 3,791 Preplaced Crypts and 517 In-ground Cremains Sites at Biloxi National Cemetery located at 400 Veterans Avenue, Biloxi, MS 39531-2410 under Request for Proposal (RFP) 36C78618R0364. The Project Number is 832CM3031. The Request for Proposal (RFP) will be issued as a Two-Phase Design-Build procurement in accordance with FAR Part 15 and 36.3. Proposals will be evaluated using the Best Value Continuum process in accordance with FAR 15.101-1 Tradeoff Process. The top three (3) highest ranked Offerors will be determined as the most highly qualified Design-Build (DB) firms and will be short-listed to participate in Phase Two of the Design-Build selection process. The three (3) highest ranked Offerors will be asked to submit both one technical and one price proposal based upon the evaluation factors identified in the RFP. The technical and price proposal shall be submitted separately. SOLICITATION RELEASE: NCA anticipates the solicitation will be issued on or about May 23, 2018. The solicitation and associated documents will be available for inspection via FBO. Amendments, if/when issued, will be posted to the FBO website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore it is the Offeror s responsibility to check the website periodically for any amendments to the solicitation. DESCRIPTION OF WORK: The Contractor shall completely prepare site for construction operations, furnish labor and materials and perform work as required by the Statement of Work including: The construction drawing and specifications, testing, storage, landscaping, irrigation, grading, drainage and site amenities for the installation of approximately 3,791 crypts and 517 in-ground cremains burial sites. The contractor shall manufacturer, deliver and off load 3,341 - 3 x8 burial crypts and 450 - 4 x10 burial crypts to the site. The project will include but is not limited to survey, geotechnical investigation, SHPO consultation, earthwork, concrete, grading, landscaping and irrigation, gravesite monument markers, section markers (minimum two (2) per burial section) at Biloxi National Cemetery. The VA anticipates issuing a solicitation for this requirement on or about May 23, 2018. Interested contractors will be responsible for downloading copies of the solicitation package, drawings, specifications and subsequent amendments. The Government will not provide paper copies of the solicitation. The solicitation will be issued pursuant to the authority of Public Law 109-461, 38 U.S.C. 8127 and 8128. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. The solicitation will provide instructions about the proposal submission process. OFFEROR S MAILING LIST: Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance of the solicitation and any amendments. Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. Per VAAR 836.204, MAGNITUDE OF CONSTRUCTION: Between $2,000,000 and $5,000,000.00. CONTRACT DURATION: Performance period for this requirement is Three Hundred Sixty-Five (365) Calendar days from date of receipt of the Notice to Proceed. NAICS Code is 237990 Other Heavy and Civil Engineering Construction, with a Small Business Size Standard of $36.5M. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. Prospective bidders must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov and file the VETS-4212 Report at www.dol.gov/vets/vets4212.htm. Registration is free, however processing time should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.
