- FSG 80 Support (232 Items) (Bundling) This notice is issued for informational and planning purposes only. This announcement is neither a Request for Proposal (RFP) nor does it constitute a guarantee or otherwise commit the Government, in any way, to solicit or award a contract now or in the future. DLA Troop Support intends to bundle 232 Federal Supply Group (FSG) 80 items (National Stock Numbers (NSNs)) into an already existing contract, SPE4AX-16-D-9008, managed by DLA Aviation. The proposed FSG 80 items are hazardous material (HAZMAT) items such as Federal Supply Classes (FSCs) 8010 (paint, lacquer, enamel, polyurethane, varnish, epoxy, aerosol); 8030 (sealing compound, primer, sealant, insulator); and 8040 (adhesive, tape, resin, glue pen). These items directly support numerous combat/contingency operations including facilities maintenance operations, support for aircraft/vehicular corrosion protection (inclusive of weapons), routine servicing of shipboard cargo transport apparatus, materiel handling equipment (MHE), and aviation parts/accessories/components, and the Nuclear Enterprise Support Office (NESO) initiative. These items ensure safe operations of equipment while also extending the lifecycle of critical safety items and weapon systems. The proposed action meets the definition of bundling described in FAR 2.101. It will be unsuitable for award to small business because the 232 items will be sole sourced to a large business. This action will enable an Integrator to provide wholesale supply, storage, and distribution of FSG 80 items ordered by the Military Services. Measurably substantial benefits are expected as a result of bundling as defined in FAR 7.107. In accordance with FAR 7.107-3, expected benefits of this bundling action include but are not limited to quality improvements that will save time or improve or enhance performance or efficiency, reduction in acquisition cycle times, and better terms and conditions. Moreover, the agency's mission is to maintain a 95% Material Availability (MA) Fill Rate for Nuclear Enterprise Support Office (NESO) items and a 90% MA Fill Rate for non-NESO items. Not meeting these fill rates and not satisfying these requirements will cause reduced mission capability, crippling delays in combat/contingency operational support, as well as regularly scheduled maintenance operations on weapon systems. Adding these items to an already existing contract will provide seamless and continuous contract coverage, established and experienced stock rotation procedures for shelf-life items, commercial distribution resources for transportation of HAZMAT items that may require temperature controlled transit, and strategic geographical storage locations near primary DLA customers such as Air Logistics Centers (ALCs) and Fleet Readiness Centers (FRCs).
