- Single Source Determination The Department of Commerce/National Oceanic and Atmospheric Administration/National Environmental Satellite Data and Information Service (DOC/NOAA/NESDIS), intends to award a sole source intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1) The Government intends to enter into a sole source requirement with the DataCite - International Data Citation Initiative e.V, Welfengarten 1B, 30167 Hannover, Germany. The DOC/NOAA/NESDIS is not aware of other source that can provide the above. Therefore, it intends to make an award to DataCite - International Data Citation Initiative, unless it is contacted by any vendor who believes they obtain similar technical expertise and can provide the same service The DOC/NOAA produces and archives tens of thousands of environmental datasets from satellites, ground stations, buoys, ships, radars, numerical models, and other sources. These data are generated to support NOAA's primary mission, and are also made available for additional research, commercial, or public purposes in accordance with NOAA and US Government Open Data Policies. When data are reused for additional purposes, two important aspects include (a) permanent location information for data accessibility and (b) unambiguous citation of data used. Both of these criteria are met by assigning a unique Digital Object Identifier (DOI) to each NOAA dataset. The DOI provides a URL (internet address) that is persistent and which resolves to the actual URL of the data, even if the data are moved to another location (for example, when the name of the web server or of the host organization changes). NOAA National Centers for Environmental Information (NCEI, previously NGDC/NCDC/NODC) have been assigning DOIs to archival datasets starting in 2013 using an agreement with California Digital Library EZID service. The EZID service is being discontinued, and NOAA is therefore seeking to establish a new membership to continue assigning and managing DOIs. The Government is seeking all services and rights that are granted with a Membership, including but not limited to: (a) Ability to mint new DOIs through a web user interface (UI) and an Application Programming Interface (API). (b) Ability to update or modify metadata associated with NOAA DOIs. (c) Ability to query database to determine list of, and information about, NOAA DOIs. Deliverables include: (a) Registration of up to five (5) accounts for DOI assignment and management. (b) Minting of up to 10,000 DOIs per year. (c) Option to mint up to 100,000 DOIs per year (d) Operation, maintenance, and enhancement of UIs and APIs to mint, update, and query DOI assignments. DataCite is the only organization world-wide specialized in the assignment of DOIs to data. The other existing DOI registration organizations (listed at http://www.doi.org/registration_agencies.html) either focus on assigning DOIs to publications such as journal articles (CrossRef), entertainment personalities (EIDR), or are limited geographically to Europe, China, Japan, or Korea. NOAA has previously been assigning DOIs through the California Digital Library EZID service, which is a reseller of DataCite services. However, as of 2018 EZID will no longer support organizations outside the University of California system. Other government agencies including USGS and DOE have now become members of DataCite. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The period of performance is for a twelve month base period and four additional twelve month option periods pursuant to FAR 52.217-9 Option to Extend the Term of the Contract. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals or a solicitation for offers. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product to Joel L. Perlroth, Contracting Officer at Joel.L.Perlroth@noaa.gov by May 21, 2018 no later than 1 pm EST. All capability statements received by the closing date of this notification of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This acquisition is being conducted under FAR Part 12 commercial procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 541513 - Size Standard $27.5M.
