PREFACE: The procurement procedure for this requirement shall be a 100% SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB) set-aside. The solicitation will be available in the coming days. Solicitation, amendments and other miscellaneous documents shall be posted on FedBizOpps (http://www.fbo.gov). Each vendor shall be responsible for reviewing this website for amendments, updates, or changes to current information. It is incumbent upon each offeror to thoroughly review the solicitation in its entirety, to include Evaluation Factors, Instructions to Offerors, the PWS etc., and especially before asking questions or submitting an offer. REQUIREMENT: Veterans Affairs requires a qualified contractor to provide the VA with facts, documentation, data and evidence relative to assigned cases, and obtained as a result of performing field work investigations on select internal VA cases within the OKC VAHCS Worker s Compensation (WC) Program, in accordance with this performance work statement (PWS) while supporting the VA Mission. Services must be accomplished in a cost effective, efficient and discreet manner for the VA and in support of the VA Mission. Services are required for the period of performance and at the location outlined in the PWS in the solicitation. This is a non-personal services contract. THIS SOLICITATION APPLIES ONLY TO QUALIFIED CONTRACTORS (INCLUDING QUALIFIED INVESTIGATORS). To fully qualify in performing services on this contract, and per the PWS, the Contractor must demonstrate, and maintain throughout the life of the contract, the following requirements: 1) compliance with Oklahoma State Bureau of Investigation, and 2) compliance with Oklahoma Council on Law Enforcement Education and Training (CLEET), 3) obtaining and maintaining all required licenses and permits required by Federal, state, and local laws for the performance of services on this contract, and 4) demonstrated service performance in accordance with all applicable laws, ordinances, regulations and service requirements as enforced by Federal, state, local and industry. BACKGROUND: An investigation uses surveillance techniques to gather facts and information related to the physical activities of a WC claimant as related to the claimed medical impairment, without the claimant becoming aware of the surveillance. The use of investigations has the potential to save unnecessary costs for WC cases, primarily through early Return to Work (RTW) of partially disabled employees with critical skills and development of facts of the case not already contained in the Federal Employees Compensation Act (FECA) file. Investigations may also serve to discover and to prevent fraud and abuse of the worker s compensation system. This is a commercial service acquisition under the authority of FAR Part 13.5, Simplified Procedures for Certain Commercial Items. FAR Parts 14 and 15 are not being used. Contract award will be made based on the solicitation that represents the best value to the Government. Award will be made to one vendor.
