- The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby publicizes its intention to solicit, negotiate, and award a Firm-Fixed-Price purchase order on a noncompetitive basis with L&H Enterprises, located at 2111 MONTGOMERY AVE, CARDIFF BY THE SEA, CA, 92007. The proposed action is to award a firm fixed price purchase order for 72 L&H Enterprises Industrial Computer Systems (27 tower and 45 rack mount) to support the Missile Defense Agency's (MDA) Ballistic Missile Defense System (BMDS) Test bed (see specifications attached). The L&H Enterprises computers are required hardware for the SSC Pacific Data Link Test Tool (DLTT) system which is used throughout the BMDS Test bed as Data Link Gateways (DLGW) for Tactical Data Link terminal emulation. These systems are required to upgrade all BMDS Test bed DLTT systems to Windows 10 Secure Host Baseline in accordance with DoD Information Security mandates. Based on the aforementioned information, only one responsible source and no other supplier or services will satisfy agency requirements in accordance with FAR 13.106 (b)(1) (i). Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that they can fulfill the requirement of providing the prototype development services may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis, and must clearly show the firm's ability to be responsive without compromising the quality, accuracy, and reliability of equipment and services provided. Requests for extension will be considered on a case by case basis.
