Description
*** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with LGL Ecological Research Associates Inc. in Bryan, TX for non-personal services to assist in developing systems to control magnetic field intensities and characteristics for behavior studies, in designing and implementing behavioral paradigms for assessing magnetic orientation, and analyzing and interpreting behavioral responses to magnetic field manipulations. ***The sole source determination is based on NOAA's National Marine Fisheries Service (NMFS) Northwest Fisheries Science Center (NWFSC) determination that LGL Ecological Research Associates is uniquely qualified to fulfill the requirements of this project. LGL Ecological Research Associates is the leading expert on studies of magnetic orientation in salmon and the only researcher currently conducting this type of work in Pacific salmon. LGL Ecological Research Associates is the only vendor with the expertise for the required tasks. LGL Ecological Research Associates has over ten years of experience designing and conducting experiments to examine the use of geomagnetic cues by migratory animals, ranging from salmon, sea turtles, and eels and modeling migratory behavior of a variety of marine organisms (publishing 44 peer-reviewed articles since 2007). LGL Ecological Research Associates is an expert in measuring magnetic fields, developing and operating Helmholtz coils (and more advanced designs) to experimentally manipulate magnetic fields, and in conducting and analyzing behavior experiments of magnetic orientation in salmon. The vendor has published 17 peer-reviewed publications on the role of magnetoreception in orientation in marine organisms, including articles on magnetic orientation in salmon. Period of Performance: Award plus 12 months ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
