- One-on-One and Office Call Questions and Answers Industry Day Questions and Answers This Special Notice is associated with previous announcements under Special Notice W900KK-17-NCR and Sources Sought Notice (SSN) W900KK-17-NCRC. U.S. Army Contracting Command - Orlando and the Program Executive Office for Simulation, Training, and Instrumentation's (PEO STRI) Project Manager for Instrumentation, Targets, Threat Simulators and Special Operations Forces Training Systems (STS) (PM ITTS) continues to seek pre-solicitation feedback from responsible and eligible U.S. DoD Contractors interested in the National Cyber Range Complex Event Planning, Operations and Support (NCRC EPOS) business opportunity. The purpose of this Request for Information (RFI) is to continue market research. The Government is seeking Industry responses to the questions below to further evaluate the capability of small businesses to meet NCRC EPOS requirements consistent with the provisions of FAR Part 19 and DFARS Part 219. The Government's objective is to complete its assessment of potential NCRC EPOS opportunities for small business. Industry responses will be used to develop and finalize the Acquisition Strategy (full and open competition or small business set-aside, small business participation goals, etc.), for NCRC EPOS. SUBMISSION INSTRUCTIONS Written responses to the questions below are due Friday, 23 May 2018, 12:00 PM Eastern. Please submit all responses to the following Government Points of Contact: Robert Baird, Contract Specialist, ACC-Orlando Robert.d.baird10.civ@mail.mil Jean Borowski, Contracting Officer, ACC-Orlando Jean.m.borowski.civ@mail.mil WRITTEN RESPONSE FORMATTING INSTRUCTIONS Please mark proprietary information/data accordingly. Cover page shall include: company name, address, point of contact information, DUNS, CAGE, and small business information (if applicable). Your firm's response shall be no more than three pages in length (not including the cover page), Arial 12 font, with one inch margins on letter size paper. BACKGROUND CFR 13 Part 121 Section §121.410 states for subcontracting purposes pursuant to sections 8(d) of the Small Business Act, a concern is small for subcontracts which relate to Government procurements if it does not exceed the size standard for the NAICS code that the prime contractor believes best describes the product or service being acquired by the subcontract. If competed as full and open, both small and large businesses will be required to submit a small business participation plan that clearly demonstrates a viable plan for meeting or exceeding the defined small business participation goal (in accordance with the solicitation). Small business Offerors can meet the small business participation goal through performance as a small business, or a combination of performance and small business subcontracting. The yearly Contractor Performance Assessment Reporting System (CPARS) assessment will document contractor performance against the goals identified in the small business subcontracting plan (when the solicitation/contract includes the clause at FAR 52.219-9, Small Business Subcontracting Plan), as well as, achievement of proposed/accepted small business participation percentage as defined in the small business participation plan (if full and open). QUESTIONS 1. Is it your firm's intention to support NCRC EPOS as a prime contractor? If yes, large businesses please respond to Item #2. Small businesses please respond to Item #3. 2. If your firm is a large business, provide comments/recommendations relating to an overall small business participation goal as a percentage of total contract value that should be established for NCRC EPOS if the Government solicits offers that provide for full and open competition. a. Describe percentage of work to be performed by both large and small businesses (include the percentage of work to be performed both by Prime, joint venture, teaming arrangement, and subcontractors). b. List the type of services/supplies which your firm intends on supporting through subcontracts. Include a description of the complexity and variety of work to be performed by small business firms in terms of the NCRC EPOS requirement. c. Describe small business participation percentages in terms of representation from small business (SB), small disadvantaged business (SDB), service disabled veteran owned small business (SDVOSB), woman owned small business (WOSB) and Historically Underutilized Business Zone small business (HUBZones). 3. If your firm is identified as a small business under NAICS 541519, please address compliance with FAR 52.219-14, Limitations on Subcontracting which states, "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". a. Describe percentage of work to be performed by both large and small businesses (include the percentage of work to be performed both by Prime, joint venture, teaming arrangement, and subcontractors). b. Describe which NCRC EPOS requirements/tasks your firm intends on supporting as a prime contractor. c. Describe which NCRC EPOS requirements/tasks your firm intends on supporting through subcontracts with both large and small businesses. SCHEDULE UPDATE The anticipated release date for a draft Request for Proposal (RFP) has been extended to the 1st Quarter of Fiscal Year 2019 (1st Qtr FY19); A Pre-Solicitation Conference will be scheduled in Orlando, Florida, for the week of Interservice/Industry Training, Simulation and Education Conference (I/ITSEC), in November 2018 with one-on-ones following; A Site Visit will be scheduled at the National Cyber Range located at Lockheed Martin in Orlando, Florida the same week as Pre-Solicitation Conference; Final RFP release is anticipated in 3rd Qtr FY19.
