Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is NIHDA201800180 and the solicitation is issued as a Request for Quotation (RFQ) on a Full and Open competitive basis. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold of $150,000.00. A Fixed-Price type of contract is contemplated for any resulting contract entered into as a result of this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) Federal Acquisition Circular (FAC) Number/Effective Date: 2005-98 May 1, 2018. (iv) The North American Industry Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with size standard 1,000 employees. (v) Background The National Center for Advancing Translational Sciences (NCATS), Division of Preclinical Innovation (DPI), has a requirement for Flow Cytometer Cell Sorters, quantity two (2), on a Brand-Name-Or-Equal basis to the Sony SH800S cell sorter, manufactured by Sony Biotechnology, Inc. as described in this notice, needed to enable cell sorting, purification, and analysis. DPI plans, conducts and uses both internal and contract resources to advance collaborative research projects across the pre-clinical phases of the translational science spectrum. Specifically, this division plans, conducts and collaborates on research to develop new methods and technologies to enhance pre-clinical processes; plans, conducts and collaborates on research to evaluate existing and developing approaches, technologies, and processes in the pre-clinical spectrum; supports training programs relevant to pre-clinical phases of translational science; allocates DPI resources to pre-clinical extramural and intramural investigators; collaborates with other NIH Institutes and Centers and the scientists they support; and consults with stakeholders, including patients, industry and regulators. A fundamental need underlying almost all aspects of research at DPI relates to the creation, isolation, purification, and analysis of cell populations. For example, cells can be engineered to report on a specific biological process and subsequently used to interrogate collections of small molecules and biologics that affect those processes. Once created these cells need to be isolated (clonal) or enriched from heterogeneous populations of cells that may or may not contain the desired reporter. Similarly, a certain subset of cells may be required to perform an experiment (e.g., stem cells or differentiated cells from iPSCs). Accordingly, these cells must be isolated from bulk populations. Cells may also need to be isolated for endpoint assays. For example, pooled shRNA or CRISPR-based screens can be performed on cells, and cells exhibiting desired phenotypes can be isolated and analyzed to identify pertinent shRNAs or CRISPRs. Cells populations may also need to be analyzed for enrichment or depletion of phenotypes as an endpoint assay (e.g., cell cycle, apoptosis, protein expression, probe efflux/influx, etc.). This requirement is needed for research projects on-going and increasingly anticipated at DPI that has the capability of sorting, collecting, and analyzing cells in a wide range of sizes utilizing various methods of genetically-encoded fluorescence and antibody/dye labeling-based detection in a high speed and accurate fashion. It is also important that the instrument can sort and collect cells with minimum chance for cross contamination of the samples. Purpose and Objective: The purpose of this requirement is to obtain Flow Cytometer Cell Sorters, quantity two (2), on a brand-name-or-equal basis to the SH800S Cell Sorter manufactured by Sony Biotechnology, Inc. Product Description: This requirement includes obtaining on a brand-name-or-equal basis the following product specifications listed with Product Code and Product Description, quantity 2 each: LE-SH800SFP, SH800 Cell Sorter with 488nm/405nm/561nm/638nm Laser and 96 well plate deposition system; LE-K3103 SYX, Sony 384-well Sorting Upgrade; WK100300, Computer Workstation - SH800/SP6800/SA3800/FX500; AE100000, Air Compressor for SH800/ SP6800/ SA3800/ FX500 (US-110V); LE-U3E003, Power Cord (US) for SH800/SP6800; LE-C3210, Sony SH800 Sorting Chip-100um (box of 40); LE-C3100, Sony SH800 Cleaning Chip (box of 40); LE-B3001, SH800 Automatic Setup Beads Kit; AE700713, 10X ClearSort Sheath Fluid, Sterile; LE601275, Test Tubes - 12x75mm (bag of 250); InstShip, Instrument Shipment; Training, On-site Customer Training (2 days). Products offered must include those salient physical, functional, or other characteristics that are deemed essential in meeting the government's needs. Specifically, the following features are considered to be the salient characteristics of this requirement: Uses disposable precision molded microfluidic flow cell and nozzle (sorting chip) available in three interchangeable nozzle sizes: 70 µm, 100 µm, and 130 µm for optimization of system for different cell types and size selection; Performs completely automated a) sorting chip alignment and focusing to the lasers and detectors (light scatter and fluorescence), b) droplet breakoff, side stream positioning, and sort delay calibration, c) sort monitoring (drop breakoff control) with an integrated high-resolution video display to provide real-time monitoring and color-coded status information; Provides completely replaceable sample path with the sorting chip, sample line, and sample probe as disposable and available as sterile items; Includes software with wizard-driven procedures for start-up, shut-down, sorting chip exchange, sample line exchange, maintenance, and cleaning procedures; Contains up to 4 lasers with the 488-nm laser as standard and options for 405, 561, and 638 nm excitation wavelengths included as optional upgrades. Has six (6) PMTs for fluorescence in a freeform optical design to permit the signals from any of the four (4) lasers to be detected by any or all of the six (6) PMTs, based on operator filter selection; Supports a wide variety of sample delivery formats, including 0.5 mL, 1.5 mL, 5 mL and 15 mL tubes, with the sample station able to be cooled to 5°C, left at ambient temperature, or heated to 37°C by an integrated thermoelectric system; Allows sort collection tube options of 1.5 mL, 5 mL, and 15 mL tubes to be held at 5°C by an integrated thermoelectric system or left at ambient temperature; Periodic automated sample mixing to be enabled or disabled by the operator; Includes a fluidics cart that uses weight sensors to monitor the levels of sheath fluid, waste fluid, and ethanol tanks to be on wheels for safe and easy manipulation of containers during fluid replacement; Small footprint designed to fit on a standard bench top with dimensions not to exceed 21.7" (55cm) wide x 21.7" (55cm) deep x 28.4" (72cm) high; Fits into an optional custom-made biosafety cabinet with the following external dimensions: (W) 46.50" x (D) 39" x (H) 88.18" with cabinet including an integrated aerosol management system; Contains an option to be upgraded for providing single and multi-cell sorting into 6, 12, 24, 48, 96 and 384 well-plates or PCR tubes; Includes plate sorting option that provides index-sorting tools for single-cell cloning applications to record and plot the measured intensity (i.e. light scatter and fluorescence) of each individual cell sorted with the well location and intensity values able to be exported to a spreadsheet; Covered by the manufacturers basic warranty in accordance with standard commercial warranty practice, including inside delivery after receipt of an order and installation and training. Delivery, Inspection and Acceptance: Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or factory warranty schedules in accordance with standard commercial practice, as applicable. Inspection and acceptance will be performed at a Government facility located at 9800 Medical Center Drive, Rockville, MD 20850. (vi) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The following is provided as an addendum to FAR clause 52.212-1, Instructions to Offerors: Installation and any onsite training should be quoted on separate line items. Shipping and handling cost must be included in any quotation submitted in response to this solicitation. Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or warranty schedules applicable. Offerors must indicate if any applicable extended warranty coverage (EWC) is only offered at time of purchase in accordance with the Offeror's standard commercial practice, and the length of time of such warranty. (vii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on contractor's ability to meet the government's SALIENT CHARACTERISTICS stated in this notice and on ability to deliver required supplies. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation. Under the lowest-price technically acceptable (LPTA) process, Offerors' will be determined to be "technically acceptable" or "technically unacceptable" based on an evaluation of responses against the following factors to determine if, as submitted, the proposal is technically acceptable. (1) Technical Capability: Offerors shall clearly indicate possessing the capability to achieve the essential salient characteristic features of this requirement and on ability to deliver the requirement. The Offeror must indicate in its quotation the ability to provide all of the requirements. The Offeror must indicate in its quotation the ability to meet the delivery requirements. Offerors submitting a response with documented technical specifications and evidence of possessing the technical knowledge, qualifications and capability and management structure needed in successfully achieving this requirement will be determined to be technically acceptable. (2) Corporate Experience: Demonstrated capability to accomplish contract requirements and extent of relevant experience in the areas covered by the Purchase Description. The Government shall evaluate quotations based on projects that are similar in size, scope, and complexity to the requirements contained in this solicitation. Respondents that believe that they are manufacturers or authorized resellers of any BRAND-NAME product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order. (viii) The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (ix) The provision at FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. An addendum to FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, Offeror Representations and Certifications Commercial Items, applies to this acquisition. The addendum includes the following FAR Clauses, provisions, terms and conditions: (a) 52.217-6 Option for Increased Quantity (Mar 1989). (x) The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition and the clause at 52.222‐51, Exemption from Application of the Service Contract Act to Contracts for Maintenance, Calibration, or Repair of Certain Equipment‐‐Requirements (Nov 2007) (41 U.S.C. 351, et seq.) applies to this acquisition. See attached for the appendix to 52.212-5. (xi) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xii) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xiii) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The PRICE QUOTE shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria and a price proposal. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer, or provide a copy of the valid certifications registrations and Representation and Certifications from the System of Award Management (SAM) applications at www.SAM.gov, which may be indicated on the Offeror's cover sheet.
