Redacted J&A for Spirent System PERFORMANCE WORK STATEMENT For SPIRENT SERVICES at Joint Navigation Warfare Center, JFSCC, STRATCOM January 2018 1 SECTION I 1.0. DESCRIPTION OF SERVICES 1.1. General: This is a non-personnel service contract to provide Spirent Simulator Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1.1. Overview Description of Services/Introduction: The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Spirent Simulator Services as defined in this Performance Work Statement except for those items specified as Government furnished property and services. The Contractor shall perform to the standards in this contract. This includes the planning, coordination, and surveillance of the activities necessary to ensure disciplined work performance and timely application of resources to accomplish all taskings under the contract. The Contractor shall be responsible for maintaining communication with the Contracting Officer (CO) and to immediately notify the CO of any problems that would prevent timely performance of this contract. 1.2. Background: Joint Navigation Warfare Center (JNWC) purchased these system from Spirent Federal System on December 2011. The system were under the initial warranty that address all maintenance issues and concerns. The warranty expired on December 2012. 1.3. Objective. The purpose of this contract is to obtain software and firmware updates/upgrades, technical support, maintenance support. 1.4. Scope. This contract is for firmware and software license updates/upgrades, technical support, maintenance/repair services, and calibrations. This support shall be conducted via e-mail, telephonic support, shipping equipment to the Spirent location. 1.4.1. Equipment. The Spirent simulator systems this service will be provided for are as follows: Equipment Type Model Serial Number Simulator GSS 9000 202UG 1.5. Inherently Governmental Function. The Contractor shall not perform Inherently Governmental functions as defined in FAR Subpart 7.5 in relationship to this PWS. 1.6. Period of Performance. Repair and return 1.7. Place of Performance. The contractor shall perform the services at their office location. 1.8. Specific Tasks. 2 1.8.1. Firmware and Software Updates/Upgrades. This includes upgrades and software releases for the systems identified in para 1.4. The contractor shall provide these updates via a downloaded format or disc. Based on historical data it is anticipated that this shall includes 2 software and/or firmware updates for a 12 month period. 1.8.2. Technical Support. The contractor shall provide access to their technical support services website in order to maintain the systems identified in para 1.4. and enable the government to ask specific questions relevant to the maintenance and support of the simulator systems. This includes access to the following service sections: • Frequently Asked Questions • Status tracking of open maintenance actions • Documentation including product specifications and user guides • This access is provided 24 hours a day, 7 days a week for a 12 month period 1.8.3. Maintenance/Repair Services. The contractor shall provide hardware and software maintenance/repair services for the system identified in para 1.4. The contractor shall respond to all maintenance and repairs to the current system, ensure compatibility with a standalone PANACEA system. 1.8.3.1. Hardware. The contractor shall complete all hardware repairs, replacement parts, cleaning or adjustments as needed to correct the issue. This includes shipping the equipment to the factory/repair facility or sending the replacement parts to Kirtland AFB, NM for the government to insert/replace. 1.8.3.2. Software. The contractor shall provide all software maintenance repairs. The specific service includes troubleshooting over the telephone, issuing software fixes with documentation (manuals) or proposing alternative uses of the software or workarounds. This maintenance / upgrade includes integrations and calibrations. 1.9. Minimum Qualifications. The work described in para 1.8 must be performed by Spirent Communications, Inc. They are the Original Equipment Manufacturer (OEM) and maintain all proprietary rights to the system. 3
